Abstract:
Water is the most active ecological element in the ecosystems of the Loess Plateau.Water plays a decisive role in the desertification and its reverseprocess,i.e.ecological rehabilitation.Ecological water consumption should be capable of preventing the ecological environments from further deterioration and gradually increasing surface water and underground water necessary for water consumption.In the ecologically fragile regions,the first important principle for ecological protection is that ecological water consumption should be first satisfied and in this way the ecological balance can be kept from further deterioration.Water-environment evolution and water-movement patterns of the ecosystems in the Loess Plateau are discusse,several viewpoints about how to make proper use of water resources,how to select the kinds of plants for vegetation rehabilitation,and how to maintain sustainable use of water resources are given.Keywords:

According to the situation of Shanxi's soil and water loss,this paper analyzes on the problems of the latent capacity,technical measures and environmental effect of the water and soil conservation and ecological restoration,and draws conclusion from the analysis and comparison of river basin's improvement effects that the ecological environment of the hilly areas of the loess plateau in northwestern Shanxi has been damaged seriously,but the vegetation is still exists,adopting the proper protective measures can probably recover the local plant communities relying on the natural forces.And in order to achieve the goal of improvement and ecological restoration,the percentage of the vegetation coverage must be recovered up to 40% or more.

Based on analyzing of the evolution processes of ecological environment in the Tarim river basin, the water and land resources development in the human history period, especially since recent 50 years, has led to imbalance of water conditions maintaining ecological environment of upper and lower vegetation degradation and rapidly developing of desertification, which have threatened the sustainable development of society and economy in the Tarim basin. So far carrying out the comprehensive rehabilitation of environment of the Tarim river basin is urgent and timely. Taking the control engineering measures of harnessing upper reforming the middle reaches and rescuing the lower reaches, and adjusting and controlling allocation of water resources in the basin, can ameliorate the desert forests along the rivers and ensure transporting a certain volume of water to lower reaches to renew the ecology of the green corridor. Meanwhile it is necessary to take a set of radical measures of soil and water conservation in the arid region taking a whole watershed as a unit to make water resources in the watershed circulated and reproduced, to protect land resources for forever utilization of human being. The several proposals of making soil and water conservation well in the near future are put forward based on the reality of the Tarim river basin finally.

Water conservation forest is a special kind of protection forests. It can conserve water sources, improve hydrologic situation, control flood and peak, regulate regional water circulation, control soil erosion and purify water quality. The development of modern society has caused the increasing demand of water resources and serious deterioration of water environment. Water quality shortage has become a global concern. Meanwhile, the problem of shortage of water resources in China is also growing. Therefore, strengthening the construction of water conservation forest is an effective way to achieve sustainable use of water resources. This paper systematically reviews the present research status of hydrologic and ecological function of water conservation forest in china regarding research methods, tree species selection and the mechanism and function of water conservation.

From the point of view of realizing the sustainable socio-economic development in loess plateau,this paper discusses the definition of the eco-environmental water demand and the framework for computing eco-environmental water demand in loess plateau,aiming at sustainable development of eco-environment.Taking Jinghe river basin in loess plateau as an example,the average yearly ecological water ewquirement for soil conservation measures is estmated as 6.5368×10~8m~3 in 1970-1996.The research not only enriches the theory of the eco-environmental water demand,but also provides a scientific basis for the eco-environmental construction and the exploitation and utilization of water resources.

The loss of soil and water is a main factor to lead to ecological environment worsened and a main feature of ecological environment worsening also. The sandy, desert and stone of land is an evil consequence of soil erosion to destroy soil and land resource. The soil itself is a huge reservoir, it is lost largely, its water content and total storage is reduced afterwards, that causes agricultural drought or flood disaster. The soil and water conservation is a main project of ecological system construction. During the development of western areas, we should implement Law of Soil and Water Conservation and laws regulations related to ecological environment construction strictly to ensure ecological safety of development.

The word of “soil and water conservation” in China has more than 60-year’s history, while the history of soil and water loss control can be traced back to the early of Western Zhou Dynasty (16~11 Century B.C.). Water and soil are the main ecological factors of land ecosystem, while the ecological vegetation which takes water and soil as the principle site factor is the primary producer of land ecosystem and also the direct undertaker of ecological benefits of soil and water conservation. Therefore, the protection and rehabilitation of vegetation is an important indispensable component of soil and water conservation, ecological protection and ecological and environmental improvement have become more and more important and inseparable part of soil and water conservation. Viewing from the history and nowadays practice of soil and water conservation, it should change the traditional title of “soil and water conservation” into “soil and water ecological conservation”, which is more in keeping with the needs of subject development of soil and water conservation, can reflect the present practice of soil and water conservation, is favorable for increasing the cognitive level on soil and water conservation ecological building of the whole society and beneficial for sector management of soil and water conservation.

Present situations of ecological environment in following aspects: soil and water erosion, land degradation, water resource, pollution of industry and agriculture are analyzed, the restrictive elements of economy and society sustainable development in this region proposed, vegetation recovery prospect suggested and the contents of ecological environment protection and construction clarified. The counter measures to the sustainable development are presented on adjustment of land use, development of ecological agriculture, construction of forestry ecology net system, control of water and soil erosion and reclamation of industrial land.

The problems of low effective control and slow improvement of total ecological environment are existed in the prevention and control of soil and water loss in the Loess Plateau. In order to effectively prevent and control soil and water loss of that area, we should well conduct capital construction on farmland of dam system, select kinds of trees depending on precipitation and natural rehabilitation and take a way of combination of comprehensive management and industrial development by taking a small watershed as a management unit. The appropriate countermeasures are as follows: To establish and amplify decision-making agencies for comprehensive management, to work out a scientific and unified plan of soil and water conservation, to expand financing channels and to establish a monitoring system of laws and regulations.

The ecosystem in karst peak-cluster areas is characteristics by single structure, poor stability and difficult to reconstruct. The vulnerable ecological environment means: (a) The slope in the bare karst mountain areas is steep. There is only a little cultivable land which scatters, the soil is lean and thin. The capability of holding water and soil is poor. (b) The surface water is easily leakage because of the development of the underground water net. Groundwater is buried deeply and it is difficult to exploit. (c) The category of vegetation is single, and grow slowly. It is prone to bring extensive cultivation, soil erosion and rock desertification in the process of resources exploitation. Measures should be take as: water→soil→forest to father and rehabilitate the karst ecosystem, i.e. First we should exploit and utilize water resources with science technology, program the land use resources reasonable at the same time, secondly we should accelerate ecological environment rehabilitation. Then make it a benign cycle of development pattern.

With the rapid development of the economy and the intensification of human activities, ecological systems have been degraded, especially in arid areas. The lower reaches of the Tarim River represent a typical arid area in China. Since 2000, the Chinese government has been heavily investing in the protection and restoration of the natural ecological environment of the lower reaches of the Tarim River. In this study, we aimed to resolve two key scientific issues: (1) reveal the changing characteristics of land-use in the region and identify the changes in ecosystem service value caused by these land-use changes and (2) evaluate whether the environmental quality has improved or worsened. The objective of this study is to verify whether the ecological water conveyance project promotes an increase in the ecosystem service value, with an improvement in the ecological environment, to thereby provide references for the evaluated effects of ecological water conveyance for the management of water resources. In this way, economic development can support environmental protection. Thus, the economy can be sustainably developed. Hence, based on the remote sensing data of land-use in 1990, 2000, 2010, and 2016, with the value coefficients proposed by Constanza in 1997 and changing characteristics in the land-use, the ecological service value, and environmental conditions from 1990 to 2016 were analysed. According to our results, from 1990 to 2016, the ecosystem service value has increased substantially, indicating that the benefits of ecological water conveyance were significant. The environmental condition index increased by 21.14%, showing that the ecological environment has improved. However, the environmental quality remained low. In the future, we should formulate plans for reasonable land-use that control the replacement of woodlands and grasslands with farmlands and construction. The results of this study provide a scientific basis and practical guide for restoring inland river ecosystems in arid regions.
