    This special feature on road congestion examines a new report detailing how much it has spread and a second study giving five key strategies to combat it. Congestion has grown in areas of every size. Roads are carrying 91% more passenger-miles and transit ridership is up, too. Over the past 20 years, medium-sized urban areas have gone from 85% uncongested to 11% uncongested, according to a study by the Texas Transportation Institute. Suggestions include increasing capacity of roads and transit, increasing efficiency of operations, managing demand and development patterns and setting realistic expectations. The article provides charts and statistics on types of delays and effectiveness of different solutions.

    This synthesis will be of interest to traffic engineers, planners, and others interested in how highway agencies deal with freeway incidents. Information is provided on the procedures and processes that highway agencies use to respond to traffic congestion caused by incidents on freeways. Congestion on freeways frequently is caused by incidents such as stalled vehicles or accidents that reduce the capacity of the freeway below the level of demand. This report of the Transportation Research Board describes the procedures and processes used by states to respond to traffic congestion caused by incidents on freeways.

    There have been numerous approaches to the growing problem of urban highway congestion. These have ranged from the relatively inexpensive traffic engineering treatments of facilities already in existence, to proposals for massive new public works projects requiring large amounts of money. Because of the high costs associated with full freeway and grade-separated rapid transit projects, the possibilities for intermediate types of solutions should be reexamined where urban geographic, topographic, traffic concentration, and trip-length conditions may have some practical advantages over other facility types. This paper considers intermediate transit solutions to urban traffic congestion, with a focus on new, fast, large, 3-sectioned articulated transit vehicle operations termed limited tramlines. This concept is explained and discussed in detail.

    Transportation planners predict that traffic congestion will increase dramatically in the future. With 63% of all congestion on urban freeways, much of it in high-density areas, traditional solutions such as lane additions, often may not be feasible. Automation is a proposed solution to this problem, as it increases freeway capacity without building new lanes. The technological capabilities for vehicle and highway automation are advancing, and with these advances the need for regional transportation systems modelling grows. This paper examines the impacts of urban freeway automation on regional travel behavior in the Sacramento, California region. An urban transportation systems model (MINUTP) is utilized to project the effects of automation on VMT, lane-miles of congestion, hours of delay, transit trips, average trip length, and auto occupancy rates. Four scenarios are examined: A 1989 Base Case, 2010 No-Build, 2010 Freeway Automation, 2010 New HOV Lanes, and 2010 Light Rail Expansion.

    The problem of urban transport is a difficulty to most cities around the world. According to the behavior analysis of car user for short trip in Britain and the reasons which caused urban traffic congestion in China, the paper discusses the necessity and possibility of establishing urban transport system based on the public transportation, and then through analyzing the difficulty of pre-development of urban public transportation in modern city, some ideas for urban traffic congestion are put forward.

    Over the next few years, the local authorities of the Greater Lyo conurbation have embarked on a plan to revolutionise public trans in France's second city as a means to reduce traffic congestion a pollution, and improve public transport provision. A key part of this plan is the tramway project. The tramway will run on public roads, but in order to give the maximum level of priority to tram they will be segregated from general traffic and will receive priority at signalised junctions. This has involved the use of a traffic simulation software package which enables the impact of t tram on general traffic to be evaluated, taking particular accoun other forms of public transport (ie buses). This paper describes methodological approach used to plan tramway/highway intersection with reference to the impact of the tram on the road infrastructu bus services, road traffic congestion, and new route strategies f road traffic, cyclists and pedestrians.     Public transit is widely recognized to reduce urban traffic congestion, as it encourages automobile travelers off the road. However, streetcars have been criticized for causing traffic congestion because large trams must operate in mixed traffic on narrow, congested streets. At the same time, streetcars reduce congestion by encouraging automobile drivers to use trams. So what is the net effect of streetcars on congestion? This paper presents a new method for assessing the net traffic congestion effects associated with streetcar operations in Melbourne, Australia, which has the largest streetcar network in the world. Impacts were determined with the use of a traffic network model to compare congestion with trams and without trams. The positive impacts of trams were estimated by using mode shift from tram to automobile when tram services were removed. Negative impacts were explored by considering streetcar traffic operations, the impact of curbside tram stops, and the effect of exclusive priority tram lanes on traffic flow. Findings show that the streetcar network in inner Melbourne results in a net congestion benefit to traffic; a 3.4% decrease in vehicle time traveled and total delay on the road network was established. The streetcar network also contributes to reducing the number of moderately congested links by 16%. Areas for future research are suggested, such as exploring the spatial distribution of the mode shift to automobile and the long-term effect of trams on traffic.
