    Abstract:
    The problem of urban transport is a difficulty to most cities around the world. According to the behavior analysis of car user for short trip in Britain and the reasons which caused urban traffic congestion in China, the paper discusses the necessity and possibility of establishing urban transport system based on the public transportation, and then through analyzing the difficulty of pre-development of urban public transportation in modern city, some ideas for urban traffic congestion are put forward.

    Through analysis of the urban transportation problems in Shenzhen SEZ where car traffic is just following what happened in western countries, the authors put, using theory of post-car traffic, a series of transportation strategy and policy into practice to control the car flooding motorization process and try to realize sustainable development. Attention is paid to public transit, control and use of cars, parking, etc.

    New York, London, Paris and Tokyo are world-class cities and suffer from have traffic congestion. This paper points out the main reason for traffic jams isincompatibility between transport planning and transport development and traffic in accordance to the physical distance of the city. Proper Classifications borrowed from the metaphor of Chinese classical culture "pie", "Gun Xiuqiu", "cutting sword "and" kite flying " are four independent and interconnected transportation planning programs. The connection between the four basic theories is an integrated transport network of a honeycomb-like group of cities which needs to be expanded. The concept of traffic should change and construction of new traffic venues to meet the new era transport on land, sea has gone in vain as the various requirements of integrated functions, using the important node of transport network, the four traffic planning programs are not appropriate for seamless integration in order to establish a network of metropolitan cellular transport systems. Borrowing from sophisticated transportation network management software, intelligent traffic management an immediate approach can be taken. The drivers of the city's various transport tools should be made user friendly so as to break from the big city traffic congestion phenomenon and to achieve the smooth flow of international big cities transport systems.

    Along with urban economy's development and the production technology's enhancement,the urban scale obtained unprecedented development,brought the municipal transportation question with it to restrict further development of urban areas in the very great extent.The reasons for the traffic congestion were analyzed,the different national solutions to traffic congestion were explained.It obtained the solution to our country municipal transportation congestion problems.

    SOME SOLUTIONS WHICH HAVE BEEN ADOPTED FOR IMPROVING TRAFFIC CONDITIONS ARE OUTLINED. THESE CONDITIONS NOWADAYS POSE GRAVE PROBLEMS FOR ECONOMIC PLANS, PARTICULARLY IN LARGE URBAN AREAS. THE INTER-DEPENDENCE BETWEEN TRANSPORT DEMAND AND LAND USE IS STRESSED, THIS PRESUPPOSES A COORDINATION IN THE PLANNING OF CITIES, IN THE DEFINITION OF THE ZONAL DISTRIBUTION AND THAT OF THE ROAD NETWORK. THE IMPORTANCE IS STRESSED OF THE NEED FOR EXTENDED PUBLIC TRANSPORT, WHICH HAS SHOWN ITSELF TO BE THE ONLY SOLUTION TO THE CONGESTION OF CITY CENTRES, ARISING FROM THE GROWTH IN TRAFFIC DUE TO THE EXTENSION OF POPULATED ZONES IN THE FORMS OF CONCENTRIC RINGS, THE MULTIPLICATION OF ACTIVITIES AND THE RISE IN LIVING STANDARDS.

    This article examines suburban traffic congestion in Japan and explains why the current urban transport situation is unsatisfactory. The following factors are why Japan's urban traffic is unsatisfactory: urban road development is insufficient; population increase in the outer areas of cities has increased transport demand for railways; buses have failed to compete with private cars; environmental impact of traffic is increasing.

In order to alleviate the urban traffic congestion, all the major cities are looking for ways to adapt to their own development characteristics.It has gradually become a consensus to alleviate congestion through traffic demand management, solve the "urban disease" with high-quality public transport, and lead urban development.Park-and-ride is an important strategy to solve the transfer link in bus travel.The use of parking and transfer facilities by commuters to transfer from small cars to public transport to avoid the mass influx of cars into the central area of the city is of positive significance to ease congestion and promote the development of public transport.By summarizing the research results of park-and-ride behavior both at home and abroad, and combining the experience of park-and-ride behavior at home and abroad, this paper summarizes and analyzes some Suggestions on park-and-ride behavior based on public transportation.

    The objectives of this paper are to view contemporary traffic congestion as a phenomenon that has always existed within cities throughout history, and to recommend pragmatic modern day solutions to address/manage the congestion problem. This has been achieved by a review of the factors that create congestion, and of the roles that electric streetcars, rapid transit lines, suburban rail lines, and automobiles have played in the decongestion of cities. Examples of outcomes from past transportation improvements are illustrated to show that regional changes in transportation access create new development nodes of activities outside cities that reduce development pressures in the central city (hence reducing congestion growth there) and increase the attraction of peripheral areas to major land developments that lead to increased congestion in these areas. The paper proposes a mix of transportation and land development strategies to minimize the negative effects of urban traffic congestion in the future.
