The invention relates to a superhydrophobic and anti-icing composite cement pavement structure and a preparation method thereof. The pavement structure is composed of an anti-icing functional layer and a main body concrete layer. Then anti-icing functional layer is a fiber concrete layer modified with a modified hydrophobic agent, has the superhydrophobic and anti-icing function and accounts for 5%-20% of the thickness of pavement slabs. The modified hydrophobic agent is prepared from a hydrophobic emulsion material and a modifying additive; a polyvinyl alcohol solution serves as a dispersion medium of the hydrophobic emulsion material, and one or two of polymethyl siloxane and polydimethyl hydrosiloxane serve as a dispersion phase of the hydrophobic emulsion material; the modifying additive is prepared from nano-particles and a mildew preventive. The main body concrete pavement layer is made of portland cement concrete. A layering construction method is adopted for preparing the pavement structure, and after fiber concrete is poured onto the main body concrete pavement layer, the modified hydrophobic agent is sprayed to the surface of the main body concrete pavement layer. A micro-nano two-scale structure is constructed with fibers exposed to the road surface and the nano-particles in the hydrophobic agent, and thus the pavement has the superhydrophobic and anti-icing function.
