Successful management of human resources, a basis for an effective public administration in RM

The public sector should be focused on satisfying the needs of the citizens on efficient, transparent and responsible way. The civil society and the private sector should develop awareness and responsibility towards the public duties. The usage of the model on good governance represents the new characteristics of the values: beneficiary treatment, openness and transparency, the rule of law for greater efficiency in the public sector. The main direction in the process of reforms in the public administration is creation of professional, depoliticized, effective, efficient and citizen oriented public administration in accordance with parliamentary democracy and responsibility. The principle of the rule of law and, accordingly, working according to the law implies avoiding administrative behavior and procedures, but still providing room for more flexible type of goals oriented management and elevated level of individual and institutional responsibility. The level of effectiveness in public administration of the loop of responsibility – if it is closed or not. In that context, this study will examine the thesis which states that the management of human resources in the public sector can be accomplished with clear and precise rules and procedures so that it can create realistic basis for effective and responsible public administration. The research focus human resources management functions such as: planning and analysis of the needs of the human resources in the public sector, the employment procedure, the employment introduction as well as evaluation and motivation of the employees. In this perspective, there is inclusion of the procedures for the in-service trainings of the state employees, the criteria for the kinds of training and nomination for the participants of the training, feedback for the completion of the training, evidence and the utilization of the trained employees.
