Oxygen electrode provided in the fuel cell of the present invention, a binder and a plurality of carbon particles 1, the carbon thin film 2, an oxygen electrode having a surface nanostructure 3, wherein the carbon particles 1 to each other by the carbon film 2 are, the surface nano-structure 3 is formed on the surface of the carbon thin film 2, the surface nanostructure 3 has a catalyst nanoparticles 4 and carbon nanoparticles 5 made of Pt, the carbon particles 1 each having a diameter of less than 100nm or 30 nm, the catalyst nanoparticles 4 has a 3.1nm or less in diameter than 1.7 nm, the carbon nanoparticles 5 has a diameter of 11.2nm than 1.0nm . With this configuration, the catalyst nanoparticles 4 are confined in a three dimensional structure that forms the carbon nanoparticles 5, reactants to the surface of the catalyst nanoparticles 4 while maintaining a space reachable, it can be immobilized.
