The invention discloses an annular micro arc cathode discharge plasma propelling device. The annular micro arc cathode discharge plasma propelling device comprises a sleeve, a first metal block, an insulation block, a second metal block, a spring, a magnetic core and a permanent magnet; a step through hole is formed in the sleeve, the first metal block, the insulation block, the second metal block and the spring are sequentially arranged in the step through hole in a penetrating manner and are attached, the spring and a flange are attached, the flange is fixedly connected with one end of the sleeve, the other end of the sleeve is arranged in the magnetic core and the permanent magnet in a penetrating manner, and the magnetic core and the permanent magnet are attached. According to the device, through arrangement of the sleeve, the first metal block, the insulation block and the second metal block, the device mass is reduced, and the problem that the mass of a traditional micro electric propelling device is large is solved; through cooperation of the spring, the magnetic core and the permanent magnet, the work time of the device is prolonged, and the defect that the work period of the traditional micro electric propelling device is short is overcome; through control over the opposite position of the first metal block, the insulation block, the magnetic core and the permanent magnet, the device precision is improved, and the problem that the precision of the traditional micro electric propelling device is low is solved.
