The invention relates to a slurry material for a semi-flexible road surface. The slurry material is prepared from the following raw materials in percentage by mass: 25-29% of P.O.42.5 cement, 8-10% of anionic emulsified asphalt, 35-38% of silica sand, 20-23% of mineral powder, 6-8% of ground calcium carbonate, 0.32-0.34% of a water reducer, 0.011%-0.013% of a water-retaining agent and 0.33-036% of an early strength agent. A preparation method for the semi-flexible slurry material comprises the following steps: adding the materials according to the sequence of emulsified asphalt, cement, silica sand, mineral powder, ground calcium carbonate, water reducer, water-retaining agent, early strength agent and water; mixing other materials for 1-2 minutes before adding water, adding water to mix for 2-3 minutes to prepare cement mortar, wherein tap water accounts for 30-35% (in percentage by mass) in terms of the polymer cement-based slurry material. The slurry material has the characteristics of relatively large mobility, early strength and no shrinkage, can be used as the slurry material for the semi-flexible road surface, and forms a semi-flexible asphalt mixture with an open-graded asphalt mixture base body.
