The Mission of Public Administration In Guaranteeing Citizen's Rights and Freedoms

Abstract This paper presents the current state of public administration of Romania in terms of legislation, practice, reform and competitiveness of EU rules. Thus, public administration reform was imminent, and the introduction into national law of the provisions referring to the promotion and protection of human rights in public administration gained new meanings giving them the due importance. The public administration's mission is to provide better information to citizens, ensure transparency in administrative documents as well as to strengthen and extent the participation of civil society in decision making. Good governance requires respecting the principles of a good administration: the rule of law, non-discrimination, equal treatment, proportionality, consistency, objectivity and impartiality. The minimal respect of all of these will ensure quality public services, better information and involvement in the European community (Code of Good Administrative Behavior, Relations with the Public).
