The New Regulation of the European Union on Artificial Intelligence: Fuzzy Ethics Diffuse into Domestic Law and Sideline International Law

This paper discusses how ethical norms on artificial intelligence were created and how they are now reflected in the European Commission's new proposal for a regulation on artificial intelligence. It argues that the process of ethical norm diffusion into hard domestic law sidelines traditional international law.
