The invention aims at providing a novel lithium-battery low voltage start charging method. The method comprises the following steps that 1) a critical point of a charging voltage is set for a lithium battery monomer; 2) during a discharging process, a protection plate detects an output signal of the lithium battery monomer; 3) based on whether the signal is output, whether to charge a charger is determined. A novel lithium battery charging protection circuit comprises a battery pack formed by the plurality of lithium battery monomers. Each lithium battery monomer is connected with an electronic switch. A voltage value between an anode and a cathode of each lithium battery monomer is used to control whether the lithium battery monomer outputs. The method and the circuit of the invention has the advantages that by using the above technology scheme, when the voltage of the lithium battery is greater than or equal to the critical point of a charging voltage, the charging is performed so that a problem can be solved; performance can be recovered and a hidden trouble of safety does not generated.
