The invention relates to the field of communication and discloses a method, a device and a system for realizing frequency point removal based on CR (Cognitive Radio). The method comprises the following steps: a cognitive base station determines a candidate working frequency point for UE (User Equipment) deployed at a cognitive frequency band, then, sends broadcasting information which at least carries the candidate working frequency point to the UE, and instructs the UE to remove to the candidate working frequency point from a current in-use working frequency point through a frequency point removal command. The UE deployed at the cognitive frequency band can quickly and accurately realize the frequency point removal according to the instruction of the cognitive base station when authorized users access the current in-use working frequency points of the UE, and the interference to the authorized users is effectively avoided, so that the service performance of the system is ensured, and the service continuity of the system is also ensured.
