Flexible Method for Developing Tactics, Techniques, and Procedures for Future Capabilities

Abstract : epThe goal of the research described in this report was to create a flexible and iterative method for exploring, developing, and refining tactics, techniques, and procedures (TTP). The approach harnessed knowledge elicitation (KE) methodology and simulation-based vignettes to provide a flexible set of tools to structure and guide the TTP development process. The resulting TTP development support package was implemented with Soldiers to assess and improve the method. The effectiveness of the method was measured by participant ratings as well as the research team's ability to implement the process. Using the structured KE process to facilitate TTP development was productive across all simulation vignettes. A majority of participants and researchers rated all aspects of the KE method highly, but identified shortcomings in the technical aspects of the simulation system used. Lessons learned and future recommendations are provided, including simulation requirements and improvements.
