A solid oxide electrochemical cell with low deterioration ratio of an embodiment includes: a hydrogen electrode; an oxygen electrode; and an electrolyte layer interposed between the hydrogen electrode and the oxygen electrode, wherein a porous region exists in a layer form in a region with a depth of 50% or less of the electrolyte layer from an oxygen electrode side surface toward the hydrogen electrode in the electrolyte layer or between the electrolyte layer and the oxygen electrode.
