This dissertation analyzes the implementation experience of the proposed participatory management by the Municipal Health / RJ in three family health units of Planning Area 5.3 with reference to the approach of popular education. In 2011, one of the guidelines of the SMS / RJ for primary care was the implementation of the Administration Committee in the basic units having been held a training workshop for Board of Management in order to train professionals to be facilitators of management boards in the territory. The methodology used was the qualitative research, using the technique of oral history. Nine professionals were interviewed who had participated in the ESF workshop held in 2011. In the opinion of respondents participatory management is focused on Drive Health improves, the Administration Committee comes down to the participation of leaders, limiting a more democratic participation of the population and centered unit manager. Professionals recognize the importance of the Administration Committee, but did not identify the popular education as a methodology to value the popular knowledge and facilitation of dialogue. The need to advance the practices of a more democratic and participatory management in identifying the Administration Committee as a space for activities aimed at social mobilization was found. The popular education focus on health would be fundamental to the appreciation of popular knowledge, understanding of user perception, the formation of a critical conscience and the promotion of people's autonomy.
