Political Pluralism, Constructive Engagement and Good Governance in Nigeria

This study is on the examination of the effect of cashless policy implementation and the treasury workload on tertiary institutions in Nigeria using South East region of Nigeria as case study. The population of the study is ten thousand five hundred and forty (10,540) which consists of selected lecturers both male and female and students of different cadres in the selected universities. However, 1173 respondents were selected as the sample size through the use of Freund and William's statistic formula at 3 percent error margin. The study used the survey approach to source for data by distributing questionnaires to respondents. Pearson correlation coefficient (r) was used to test the hypothesis and the findings indicated that: there is positive significant relationship between online electronic cash system and disbursements of funds in tertiary institutions; there is positive significant relationship between electronic cheque and fund collection in tertiary; and there is positive significant relationship between smart card based and electronic payment systems in tertiary. The study therefore concludes that online electronic cash system, electronic cheque and smart card based have positive significant relationship with disbursements of fund, fund collection and electronic payment systems in tertiary institutions South East, Nigeria. Recommended demands that government should set up expertise that will hold seminar or workshop with management of tertiary institutions on how to use these electronic devices for transaction and make those devices available to those in rural areas
