”Taiwan whirlwind festivals” is the new cultural phenomenon after 1990s, which is full of rhetoric about cultural industries. But what is the locally ”real culture”? Is the cultural and economic term for whom? Who was benefited? Do the public opinions appear or not during those festivals? Those issues are lack of careful and meticulous discussions. This paper attempts to analyze the culture governance policies politically and historically, to show the cultural policy of generosity and vision in late 80’s, and how it brings about political de-democratization and cultural populism during these days.
