The improvement of the system of training of scientific personnel on information and communication technologies in education is based on the experience of the development of scientific research in this field of science and requires attention to its history. In historical and pedagogical works considerable attention is paid to the development of scientific research on the theory and methods of informatics (13.00.02) and the modern specialty 13.00.10 - Information and Communication Technologies in Education. The study of information and communication technologies in education from the viewpoint of the theory of pedagogy, didactics, theory and methodology of vocational education at the end of XX century and at the beginning of the XXI century requires careful analysis. The purpose of this work is to analyze PhD training in information and communication technologies as a part of scientific research in the 90th years of the 20th century within the scientific specialty 13.00.01 - Theory and History of Pedagogy. As a result of the analysis of catalogs and electronic resources of the V. I. Vernadsky National Library of Ukraine (nbuv.gov.ua) and the funds of the Scientific Library of the KhNPU named after G. S. Skovoroda, 22 dissertations were discovered, which has been defensed in the 90th years of the 20th century in the specialty 13.00.01 and are related to the use of information and communication technologies in education. In these scientific works attention was paid to the creation and use of computer-oriented teaching aids, psychological and pedagogical analysis of teaching methods with the help of information and communication technologies, the development of content and the development of methodical systems for the training in information and communication technologies in various fields of education, problems of application of information and communication technologies for measuring educational achievements; the question is raised about the development of expert systems for optimizing pedagogical designing and a bout the development of the model of information and communication technologies of application in education management at the district level. Analysis of abstracts of dissertations enabled to determine the research centers in Ukraine, in which relevant researches were carried out and in which the defense of dissertations took place, and to identify the leading specialists who appeared to be the most active as supervisors in the PhD training in the theory of pedagogy (13.00.01) in the direction of application of information and communication technologies in education in the 90 years of the twentieth century.
