SPEED LIMITS : CAN VARIABLE SPEED LIMIT SIGNS WHICH ADJUST AUTOMATICALLY ACCORDING TO WEATHER AND ROAD SURFACE CONDITIONS, BE EFFECTIVE IN PERSUADING DRIVERS TO CUT THEIR SPEED?

1997
This article describes testing that is taking place in Finland regarding the deployment of road surface-dependent speed limits that are based on prevailing road conditions. These variable speed limit signs, which adjust automatically according to weather and road conditions, are designed to influence driving behavior and improve road safety without decreasing driver motivation to obey posted speed limits.
