The development is described of a prototype real-time knowledge based expert system (KBES) to demonstrate the feasibility of assisting the operators of surface street traffic Management Centers in responding to traffic operational problems. The system, ARTIST (Arterial Real-time Traffic Incident reSponse Tool) replicates three stages of human response to operational problems: problem verification and classification, problem response, and monitoring of effects of responses. The development of the verification, response and monitoring knowledge bases for the system are described, as well as their testing using G2 real-time KBES development software on a Sun SPARCstation.
