The method comprises the following steps: when the highway is foggy or the road surface is covered with ice and snow, the manager can specify the running speed and the interval between vehicles according to specific circumstances, so that the vehicles running on the highway can form an array fleet. By the aid of the vehicle images displayed by the device, the specified running speed and the interval between vehicles can be kept, so that the array fleet can safely run at low speed, thereby ensuring the opening of the highway in all weathers.
