A first attempt at a fuzzy set formulation for transit service planning is presented. The need for this approach is established by discussing comprehensive planning methods and the ad hoc methods presently used by transit operators. The overall methodology relating the census data and the transit database to route synthesis and evaluation is given. An example of a fuzzy model for demand estimation is developed and discussed.
