The state theories of Marx and North are compared from three aspects of the origin,essence,fuctions from the position of historical materialism.It is pointed out that North's theory has been influenced by of Marx to some extent,but it inevitably exists some historical limitations because of North's position of the bourgeois economist.
The alienation of educational goals means that education has lost its original purpose and value.There is a lot of alienation of educational goals in present China.The cause of alienation is utilitarianism.The solution depends on taking the principle of people's overall development as its strategy.

The theory of Mark and North’s institutional change is the important part of Mark's political economics and new institutional economics.The paper,starting from human nature assumption and contents level,compares the institutional changes of Marx and North in three dimensions: corpus,motives and means;points out the differences,the causes of the differences that exist in two institutional theories,and ends with brief evaluations.
