    The article analyses the features of the structure of the budgeting system in conditions of the process-oriented normative method of cost management. The authors set out the peculiarities of budget development in the construction industry, consider the stages of implementation of process-oriented budgeting in conditions of application the process-oriented normative method of cost management in construction industry.     This paper proposes the need for a normative change management model in Covid-19 pandemic. The paper, at the outset, reviewed popular theoretical models for organizational change, elaborated the challenges now being faced by the organizations, and then developed the normative model, using change wheel. The proposed normative change management model is organic in nature, and hence cannot have universal applicability. In this pandemic situation, organizations can think of managing their change, based on their own assessment of change needs, rather than following any established prescriptive change management model. The paper is based on author's experience of managing several organizational changes successfully

    This study introduces a model of how to manage research and development work based on normative scenarios enabling the analysis of complex ideas and the recognition of new opportunities under high uncertainty. To visualise the concept of normative scenario, a case study is presented where the management of an organisation had an idea of radically changing wood procurement in the Finnish paper industry. A model for a normative scenario is presented on the basis of the case and the factors derived from it. The case is retrospectively analysed to show how normative scenarios could help firms to sense and seize innovative ideas that are strategic in nature. With the normative scenario process, strategic decision makers can find guidelines for critical timing questions by combining scenario techniques, real options thinking and the dynamic capability approach.

    The formal management control system exerts a powerful influence over the actions of middle and top level managers in an organization. To ensure that these actions are in the best interests of the organization as a whole, careful thought should be given to the design of such a control system. The design should incorporate certain desirable characteristics. These characteristics are identified, described and listed in the format of a normative model. A practical management control system which has been implemented in several organizations is subsequently discussed and evaluated against the requirements of the normative model.

    Power tactics are important in determining the governance of organizations. This paper outlines a framework for analyzing normative constraints on methods used to resolve differences of interests in decision settings. Implications for organizational design are discussed along with suggestions for more rigorous studies of normative patterns.
