Abstract:
In recent years, social enterprises have developed by leaps and bounds, involving more fields with a profound social impact in the sector of national non-governmental public welfare. However, the development of social enterprises in China is still in the initial stage, encountering the challenges such as legal legitimacy, moral legitimacy, and cognitive legitimacy. The purpose of this paper is to review the concept of social enterprises, analyze the implementation of the “New Citizen Plan” which is an activity of the Nandu Public Welfare, and the problems faced by the development of domestic social enterprises from the perspective of blended value and the triangular relationship of social enterprises. Finally, referring to the development models of social enterprises in other countries, this paper puts forward some suggestions for future development from the aspects of government and social enterprises. On the one hand, the government should optimize the environment, integrate resources, and provide normative legal support in a macro manner to promote the sustainable development of social enterprises in China. On the other hand, social enterprises should accurately identify the environment from a micro perspective and carry out precise positioning. Through in-depth cooperation and innovation, a win-win result for public welfare and commerce will be achieved, offering more ideas for the growth of social enterprises.Keywords:

Abstract This chapter introduces the key themes of the book. First, it addresses the question of what makes political decisions legitimate. Is it respect for the political will? Or are there other sources of political legitimacy? It then explains why political legitimacy is an important normative concern, distinct from other normative concerns. The final section of this chapter discusses the differences between a normative and a meta-normative approach to the study of political legitimacy. A normative approach focuses on the relation between the legitimacy of political decisions and other normative properties that a decision might have. For example, what is the relationship between justice and legitimacy? A meta-normative approach focuses on the sources of the normativity of legitimacy—the grounds of legitimacy.

The research study has been dealing with social entrepreneurship where most of the social entrepreneurs and organisations have been looking after and identifying some social problems. The article prioritises the fact that the country scenario is required to be improved with the help of the company scenario. The country scenario is equivalent to society change where every organisation through its business activities is required to enhance society, try to reduce social problems and come up with social solutions. The main findings of the article show that India has witnessed a degrading condition through less socio-economic development whereas the GNI and GDP rates of Afghanistan and Algeria have improved to a certain extent. In this paper, we investigated the impact of social entrepreneurship on the development of the transitional economy. The research was carried out on the territory of Bosnia and Herzegovina (BiH). As the most featured negative side of the transition, we see an increase of social inequality and poverty. One of the ways to solve these problems is the development of social entrepreneurship. The main goal of the research is to find a model for the development of social entrepreneurship that would contribute to the development of society and the economy of developing countries. Ninety seven subjects of social entrepreneurship, from all over BiH, participated in the research. We collected data using questionnaires, and we used correlation and regression methods to analyze them. The results showed that social entrepreneurship is at a low level and that its development would contribute to the development of society and the economy. In this research, we have created a model of social entrepreneurship development and proved that social entrepreneurship could be an excellent way to solve many social and economic problems.

Over the past few decades, social enterprises have grown remarkably. This paper investigates how social enterprises affect access to social services (e.g., education and health-care) and utilitarian welfare. To this end, two economic systems are compared: a market economy system, where all firms are profit maximizers, and a mixed economy system, where both for-profit businesses and social enterprises are present. Findings show that individuals are more likely to have access to social services within mixed economy. Moreover, conditions are derived under which utilitarian welfare is larger within mixed economy. Public policies in support of social enterprises (e.g., subsidies) are shown to result in the following trade-off: access to social services is further enhanced but utilitarian welfare is more likely to be lower than that within market economy.
