Poole and Rosenthal's NOMINATE scores have been a boon to the study of Congress, but they are not without limitations. We focus on two limitations that are especially important in historical applications. First, the dimensions uncovered by NOMINATE do not necessarily have a consistent ideological meaning over time. Our case study of the 1920s highlights the challenge of interpreting NOMINATE scores in periods when party lines do not map well onto the main contours of ideological debate in political life. Second, the commonly used DW-NOMINATE variant of these scores makes assumptions that are not well suited to dealing with rapid or non-monotonic ideological change. A case study of Southern Democrats in the New Deal era suggests that a more flexible dynamic item-response model provides a better fit for this important period. These applications illustrate the feasibility and value of tailoring one's model and data to one's research goals rather than relying on off-the-shelf NOMINATE scores.

Several of the articles in this volume criticize the use of DW-NOMINATE in historical work in American politics and suggest alternative approaches to the use of roll call voting data. While many of criticisms are certainly valid, their practical implications are often overstated. Moreover, the suggested alternatives are either impractical for most historically oriented scholars and or do not adequately address the underlying problems. Almost all of the criticisms can be addressed by correct application of DW-NOMINATE results or those of other closely related measures.

Assessing presidential influence in Congress requires accurate measures of legislators' baseline preferences. Common strategies extract preferences from roll‐call votes. One approach selects votes most likely to reveal uncorrupted, sincere preferences, and the other, NOMINATE, derives summaries of members' positions from large samples of votes. This article finds that NOMINATE scores do not accurately recover the relative positions of members in simulated legislatures. Errors increase with the number of policy dimensions and do not depend on agenda control or on vote trading. However useful NOMINATE is for summarizing voting patterns, this article cautions against this approach to measuring legislators' preferences.

선출된 국민의 대표가 유권자들의 정치적 요구에 반응하는 것은 민주주의의 핵심적인 원리이다. 이 연구는 국민의 대표가 어떤 유권자들에게 어떻게 반응하는가를 제20대 국회의원의 입법 표결행위로 측정한 W-NOMINATE 이념점수와 유권자 정치적 이념을 통해 분석하였다. 분석 결과 제20대 국회의원의 입법 표결행위에서 반응성은 투표에 참여한 유권자들의 정치적 선호에서만 나타났으며 그 반응성 또한 소득계층에 따라 불평등하게 나타나고 있었다. 제20대 국회의원들은 상위소득 유권자들의 정치적 선호에 일치하는 반응성을보이지만 중간 및 하위소득 유권자들의 정치적 선호에는 반응하지 않았다. 유권자들의 적극적인 정치참여를 유도하고 소득계층 간 불평등을 해소하려는 노력이 한국 민주주의의반응성을 높일 수 있을 것이다.
