    Abstract:
    Animal experimentation is a vast ecosystem that tries to make different issues such as legislative, ethical and scientific coexist. Research in animal experimentation has made many strides thanks to the 3Rs principle and the attached legislative decrees, but for this very reason, it needs to be evenly implemented both among the countries that have adhered to the decrees and among the team members who design and execute the experimental practice. In this article, we emphasize the importance of the 3Rs principle's application, with a particular focus on the concept of Reduction and related key aspects that can best be handled with the contribution of experts from different fields.
    The management literature argues that legislative involvement is important to the implementation of performance management reform, but it does not specify how legislatures should be engaged or how different legislative organizational arrangements affect reform. This article blends theories of management and legislative professionalism to better understand the influence of legislatures on the implementation of management reform. Drawing on data from several surveys, it examines the influence of legislative organization on the managerial use of performance measures. The findings suggest that citizen legislatures are associated with better administrative practices than professional legislatures and that the quality of legislative involvement may be more important than its quantity.
    Abstract This article interrogates the issue of the role of the legislature in social emergencies such as the covid -19 pandemic by examining the impact of the covid -19 pandemic on the legislature and the response of the legislature, using the Nigerian federal legislative institution (the National Assembly) as a case study. The aim is to distil some of the key legislative issues that have emerged since the spread of the virus to Nigeria, the challenges the legislature has faced, which have shaped its efforts to respond to the covid -19 problem, and the efforts of the legislature to address the problem. The article notes that Nigeria’s federal legislature, and indeed all legislatures, have to innovate with new ideas, technology and procedural flexibility in the performance of their traditional functions in order to ensure political accountability and remain relevant in times of emergency.

    ABSTRACT Representation of women in the field of legislative politics is remarkably small and the absence of women has wide-ranging ramifications. In Fall 2019, we surveyed 361 women that we identified as studying legislative politics within political science to understand why women’s representation in legislative studies is so low and what we can do about it. We found that many women study legislatures, but they do not always identify as scholars of legislative studies, often do not join the Legislative Studies Section, and tend to prioritize other journals over Legislative Studies Quarterly , the official journal of the section. In this article, we discuss several solutions to the problem of women’s underrepresentation in legislative studies, including the new Women in Legislative Studies initiative.

    The need for efficiency in the performance of the myriad of legislative and other related functions, with which the modern assemblies are saddled, makes the utility of the committee system indispensable to modern legislatures. In almost all forms of democracy, where representative legislatures are tolerated, committees are always made integral part of the internal operational mechanism. However, the way and extent to which the legislatures of various states participate and shape policy making vary from state to state. The nature and power of the legislatures equally have implication for the operation of the committees in various states of the world. Hence, this study examines the extent of effectiveness of legislative committees in Nigeria. The committees of the Kwara State House of Assembly serve as laboratory for the purpose of testing the degree of efficiency of the body. The study discovers that legislative committees are relevant and useful as they enhance the efficiency of their parent body (whole house). Legislative committees in Nigeria are, however, operating under certain constraints which, if removed, will further enhance their performance.

    The model of comparative state policy focusing on economic development and interparty competition was reformulated by Edward Carmines to include the mediating impact of state legislatures. This study challenges his initial conclusions, poses an alternative hypothesis, and finds that interparty competition has a consistently stronger impact on “progressive” state policies among states with organizationally weak, ineffective legislative institutions, than among those with organizationally strong, capable legislatures. The findings also reveal that legislative decision-making capability is distinct from the concept of legislative professionalism.

    In this essay, Cox demonstrates how the rules of the legislative game can and do have profound impacts on legislative outcomes. Cox concludes that understanding how the rules operate and who controls changes in the rules is critical to understanding how a legislature operates.
    Legislative intent
    The information theory of legislative organization suggests that legislative committees are designed to provide their parent chamber with necessary information to legislate. Despite empirical evidence for various aspects of the theory, we have limited knowledge of committees’ influence on legislative outputs. I argue that informative committees are more than information providers, that they also substantively impact legislative outcomes. With supportive evidence from the US state legislatures, this article shows that the presence of an informative committee system not only lowers the number of bills introduced to the legislature but also enhances the chamber's efficiency in transforming legislative proposals into laws.

    In recent years there has been quite a growth in the corpus of research on legislatures, so that today studies of the legislature are extant for about two dozen countries. Studies of Third-World representative assemblies have demonstrated a remarkable degree of “linkage” between legislators and constituents. Alongside research on European and Asian legislatures, these inquiries make possible a better understanding of the contributions of legislative institutions to political integration. More generally, the accumulating literature on legislatures permits the construction of functional typologies which are more empirically adequate than earlier ones.
