    The concept of commissioning is starting to gain traction in the Australian health system. Primary Care Networks began operations in July 2015 with a remit around commissioning health services. Despite the centrality of this concept, we know relatively little about commissioning in Australia. Other systems have experimented with it for some time, and this paper reviews the evidence and lessons inherent within the international literature. The study defines commissioning, and explores experiences of others who have adopted commissioning approaches and the evidence concerning the outcomes of these experiments. Commissioning is a difficult topic in many senses and its application to a complex area such as health reform can make it even more challenging. Ultimately, this evidence suggests that commissioning is more than simply a technical or operational process, but one that is value-based and relational. This is not to downplay the technical aspects, which in many jurisdictions have resulted in explicit and evidenced-based approaches to planning and priority setting. However, if new commissioning organisations, such as Primary Health Networks, are to have an impact, they need to balance the operational and relational elements of commissioning.

    Building commissioning has made great strides since the early 1900s in gaining acceptance as a critical quality assurance component of building construction and operation. Public recognition of commissioning can be gauged by the growing and increasingly diversified attendance at national and regional commissioning conferences and seminars and more frequent mention of commissioning in trade journals. Though much momentum exists, commissioning remains an outsider to the traditional building industry. To integrate commissioning into the mainstream, the US Department of Energy is developing a national strategy to promote commissioning. This strategy, developed through interviews with over 50 stakeholders and a process of public review and comment, attempts to overcome obstacles that have impeded commissioning from becoming business as usual.

    Abstract The question of impact is at the heart of human service design, with governments searching perennially for the right approach to meeting citizen need while responsibly acquitting public funds. In this area, ‘commissioning’ has become a popularised approach, most recently in Australia. Although in theory commissioning is a strategic and relational practice offering to put communities at the heart of decision‐making, commissioning in practice has proved less transformational. This paper explores the gulf between intent and implementation in the transition to commissioning human services in New South Wales (NSW) in the context of the Commissioning Project , a collaborative project facilitated by the Sydney Policy Lab at the University of Sydney to enable peak organisations in the community sector build a collective approach to commissioning. The collaboration resulted in the articulation of four guiding principles to facilitate better commissioning in NSW: putting relationships first, letting communities lead, investing in people, and embedding learning.

    ABSTRACT This is Part 2 of a three-part series article. The original paper was first submitted in the Proceedings of the World Energy Engineering Congress 2006. It has been reformatted into three parts and condensed for publication in Energy Engineering. The complete original paper is available from the author. The success of commissioning depends to a very large extent on the support of the owner, which in turn depends upon the owner knowing what commissioning is. The topic of commissioning (Cx) is often viewed as complex, confusing, and expensive. This article speaks to anyone with interest in the field of commissioning, with an emphasis on anticipating and answering questions owners may have, and will have served its purpose if it improves the owner's comfort level with respect to commissioning. This article is divided into three parts. Part 1 – What is Commissioning? ✓ Part 2 – Tips for Applying Commissioning Part 3 – Quantifying Commissioning Benefits Part 2, “Tips for Applying Commissioning,” includes practical suggestions and a variety of “lessons learned” items. The chance of success in a commissioned project will improve by following the suggestions and guidelines in this section.

    Energy is being wasted, possibly unrecognizably, on a daily basis when commissioning is not performed. This results in a reduction in profit, equipment lifespan and overall sustainability. Common misconceptions can be that operating systems are already efficient since they work, making commissioning unnecessary, and that there is not much benefit from periodically commissioning a building throughout its lifespan.This research details pre-commissioning energy consumption versus post-commissioning as well as commissioning costs of three different test groups of facilities which have undertaken various commissioning projects. This article will be a logical argument to motivate building owners to consider commissioning.
    Commissioning is vital to a patient-led NHS. The knowledgeable practitioner, a non-commissioner, can become involved to influence commissioners to improve the population's health and well-being. Commissioning and the activities related towards improving the health and wellbeing of a given population follow a decision-making model. Depicted as a cyclical process each stage of commissioning is examined. At the centre of commissioning are service-users for whom commissioned services are tailored. Securing the service-user at the centre enables people to become involved and have their voices heard. This article provides an exploration of the issues surrounding commissioning and provides examples of how practitioners can engage with the concept of commissioning to inform and influence commissioners.
