    This is a comprehensive narrative history of British and Irish efforts to establish a devolved parliament and government in Ireland. It explains Home Rule's invention as a means of uniting the Irish people when they were decimated by famine and divided under British rule, and traces its history up to the present day - the Belfast Agreement of 1998 and the faltering Northern Ireland Peace Process. The history of Home Rule is shown to be a history of peaceable compromise - an attempt to contain powerful pressures for self-government without ending British sovereignty. Such attempts failed to deter Ireland's departure from the Union in 1921. It remains to be seen whether the modern inheritors of Home Rule will be any more successful in averting the final break-up of the United Kingdom.

    Irish Baptists have historically adopted the view that religion and politics should not be mixed. The Home Rule Crisis of the late nineteenth century, and the Second Home Rule Bill in particular, put this view to the test. The prospect of Home Rule and the fear of domination by the Catholic majority under the influence of the papacy forced them to respond. Baptists, who had for so long been on the fringes of religious and political life in Ireland, now found themselves drawn into a broad Protestant front in an attempt to resist Home Rule. It also revealed that despite their attempts to maintain their distinctiveness from other Protestant denominations they shared exactly the same concerns.

    As a proportion of their total population in Ireland, the number of protestants who became committed to the home-rule cause was undoubtedly small; and that being so, their role in nationalist politics in this period has usually been either overlooked, minimised, or misrepresented. Indeed one I recent writer has claimed that in Ulster ‘almost nobody — except my grandfather’ was prepared to support Gladstone's first home-rule bill. The purpose of this paper, though, is not only to describe the extent of protestant support for home rule, but to attempt an assessment of the influence in home-rule politics of the Irish Protestant Home Rule Association (hereafter I.P.H.R.A.). As a protestant organisation it both exercised an influence on British liberal thinking on home rule and provided a perspective on Irish nationalism that was, in some very important respects, different from that of the overwhelmingly catholic National League.

    The late nineteenth century was a time of optimism in Anglo-Irish politics. During the course of a decade, Parliament considered two Home Rule Bills for Ireland, one in 1886 and one in 1893. Each of these bills proposed a radical reorganization of the Act of Union. Although Ireland would remain a subject of the British Empire, it would regain an autonomous parliament, one largely responsible for Irish domestic affairs. In this way, Home Rule would actually divide sovereignty, allowing both England and Ireland control over the same territory. The debate over Home Rule was extremely contentious, the road to settlement strewn with obstacles. The first Home Rule Bill was defeated, 341 votes to 311. The second passed by an equally slim majority (307 to 276), only to be vetoed by the House of Lords.

    The paper aims to examine the Home Rule question as a debate, which triggered an interest and some discussions beyond the borders of Ireland and the United Kingdom. Through the example of New Zealand, a British settlement colony, which enjoyed self-governance and had welcomed an Irish diaspora, the paper will attempt to shed light on several important facts. First, Irish communities settled abroad were a source of financial and moral support for the Irish Parliamentary Party and for the Irish organisations campaigning for Home Rule for Ireland. Secondly, like Canada or Australia, New Zealand was a colonial precedent, which Irish Home Rulers used to legitimize their demand for self-government. Lastly, the Home Rule issue also allowed New Zealanders to ponder over their own issues, such as their place within the British Empire and their identity.
