    For a general introduction to this working bibliography and an account of criteria for inclusion see Part 1 in ARD 62. This section contains a number of items relating to the various West African workshops organized by the Association of Commonwealth Archivists and Records Managers (ACARM), of which copies are available in the library of the Institute of Commonwealth Studies, University of London where the Association has its Secretariat. Although in general in this series of bibliographies entries have not been made for “in-house” finding aids produced by archives, an exception is made here for the extensive series produced by the National Archives of Nigeria. This is because these cyclostyled lists were fairly widely circulated, and certainly many of those produced in the 1960s are available in libraries outside the country (in the U.K. for example in the Institutes of Commonwealth Studies and Historical Research and SOAS at the University of London).

    The Commonwealth is home to 2.4 billion people (almost one-third of the world population). The countries of Commonwealth, 54 in number, are spread across Africa, Asia, the Americas, Europe, and the Pacific. The Commonwealth countries are amongst the world's biggest and smallest states in terms of population and size, with about 32 of them having less than 1.5 million people. Over the years, the Commonwealth countries have emphasized using distance education and technologies to improve access to quality learning opportunities. In this pursuit, online learning or eLearning has been adapted in many Commonwealth countries, although in varying degrees. This chapter provides an overview of eLearning in Commonwealth countries by looking into the developments that emerged as various policies, projects, and practices in the four regions of the Commonwealth (i.e., Commonwealth Africa, Commonwealth Asia, Commonwealth Caribbean, and Commonwealth Pacific).

    The article assesses the effectiveness and outcomes of cooperation of the Commonwealth participating states over the past 20 years. It reviews perspectives and directions for further development of the CIS taking into account the conditions and characteristics of integration processes of the post-Soviet states, implementation of the principles of multilevel and multispeed integration of the Commonwealth participating states.

    Abstract The Commonwealth is rooted in past movement of peoples and in present-day links between individuals and institutions. The health of the ‘Commonwealth of states’ depends on the concurrent existence of a vibrant ‘Commonwealth of peoples’; but human development is accorded low priority in Commonwealth agendas and the official Commonwealth, while publicly acknowledging civil society's importance, has largely neglected the challenge of raising awareness of and interest in the Commonwealth among ordinary people. Commonwealth associations are potential allies in tackling this task. They are particularly numerous in the education sector, which has more extensive Commonwealth co-operative networks than any other, even though some organisations have faded away. The record of the Council for Education in the Commonwealth, now in its 50th year, demonstrates the value to the Commonwealth of having among its collaborators critical champions of its work.
