Regional planning, often touted as the answer to sporadic and unsustainable growth, has historically been weak in the Sacramento region and in California as a whole. Local governments control land use decision-making in their boundaries and regional governments have had little power or intent to disrupt that dynamic. However, a recent initiative by the State Department of Transportation (Caltrans), named the California Regional Blueprint Program, attempts to revise this paradigm. Through a multi-jurisdictional visioning process, the program endeavors to reintroduce regional planning in a way that satisfies local officials, stakeholders and the general public. This paper explores the process and progress of Blueprint planning in the Sacramento region. Interviews with regional staff who led the process and stakeholders who participated in it suggest that the Blueprint planning process helped build trust among these individuals, and progress toward a more sustainable development pattern in the future.

In this article, the author presents a blueprint for sovereign wealth fund (SWF) best practices. This blueprint is based on a scoreboard for the current practices of 44 SWFs. The blueprint in turn provides a basis for evaluating the results of the IMF - sponsored dialogue on SWF best practices. The author concludes this paper with a few observations on implementing SWF best practices. JEL Classification : F30, G29, G34

Maintenance and Operation Blueprint for Iskandar Malaysia was established to ensure local authority immovable asset maintenance management is in line with Government Asset Management Policy 2009. This paper deals with investigation on the challenges in the implementation of Maintenance and Operation Blueprint Plan for Iskandar Malaysia among five local authorities in Iskandar Malaysia. A total of 25 respondents have been selected and interviewed. The data have been analyzed qualitatively. Base on the interview, the results show that there are challenges to implement maintenance and operation blueprint in local authority immovable asset maintenance management which are no clear direction from the top management to implement the Maintenance and Operation Blueprint for Iskandar Malaysia, lack of staff to implement the Maintenance and Operation Blueprint for Iskandar Malaysia, did not have enough time to implement the Maintenance and Operation Blueprint for Iskandar Malaysia and the high cost required to implement the Maintenance and Operation Blueprint for Iskandar Malaysia. This article can serve as a foundation for future studies in critical success factors to implement immovable asset maintenance and operation blueprint. A future study investigating critical success factors to implement immovable asset maintenance and operation blueprint would be very interesting to produce a new approach for successful blueprint implementation.

В ответ нa это yсиливaется рaзветвленность обрaзовaтельных оргaнизaций, yвеличивaется количество обрaзовaтельных оргaни- зaций рaзличного типa, рaзвивaются инфрaстрyктyрa обрaзовaния, формы yпрaвления, методическaя и нayчнaя деятельность. Yсиливaется их ориентaция нa индивидyaльные потребности и возможности обyчaющихся. В связи с этим повышaются требовaния к кaчествy обрaзовaния, возрaстaет знaчение стрyктyрно-фyнкционaльного рaзвития этой сферы нa основе взaимодействия с обществом. Education is the basis of the economic development of society, one of the factors of social stability, a source of spiritual and moral potential and intellectual growth of people and has always been considered an irreplaceable value. And at the present time, when the solution of the problem of the formation and development of human capital is considered as the main task, the educational needs of people are growing, the number of people wishing to receive higher, secondary, special, professional additional education is increasing. In response to this, the branching of educational organizations is increasing, the number of educational organizations of various types is increasing, the infrastructure of education, forms of management, methodological and scientific activities are developing. Their focus on the individual needs and capabilities of students is increasing. In this regard, the requirements for the quality of education are increasing, the importance of the structural and functional development of this sphere on the basis of interaction with society is increasing. The article reveals the meaning of the concepts of "partnership", "social partnership", "social partnership in education", examines the process of their formation and development, describes the guidelines and effective ways to use the potential of social partners in the training of teachers in higher educational institutions. The special structure and symbols of Procedure Blueprint make it difficult to develop Procedure Blueprint Supporting Environment. According to the formal features of Procedure Blueprint, a Java-based method is proposed for the construction of Procedure Blueprint Supporting Environment. It contains Procedure Blueprint module, well-formed rules module and code generation module. Procedure Blueprint model and well-formed rules are independent of each other, making Procedure Blueprint Supporting Environment more flexible and adaptable. The method is verified to be able to support Procedure Blueprint modeling as well as generating code. It can implement the primary function of the Procedure Blueprint modeling tool.
