This paper introduces a total automatic computer skill testing system, and analyzes the flow and the functions of this system in detail. The main features of this system are described in the following aspects:(1) system design using network and database technology (2) information acquisition approach and assessment strategy for automated scoring the operational tasks (3) random test question sampling approach which controls the question difficulty in the same level for all test takers.

The automated assessment of authentic Information Technology skills relies on testing candidate's output for conformity with the operations which should have been performed during the test. Since a test is unique, test specifications are unique to each test. This paper describes transformations which can be applied to the instructions given to the candidate to generate the test specifications which drive automated IT skills assessors.

A successful conversion strategy for the Year 2000 problem should include an effective testing strategy that involves the use of automated tools. The paper first identifies the testing problems for the Year 2000 challenges and then presents a test tool classification based on the key stages of the test process. Commercial lest tools for the Year 2000 challenge are then reviewed. It is identified that the problem of synchronized testing is not assisted by any of the surveyed test tools. Also, the test planning, test case design, and test result analysis stages of the test process are in need of more test tools.

This paper presents a study on known approaches for quality assurance of educational test and test items. On its basis a comprehensive approach to the quality assurance of online educational testing is proposed to address the needs of all stakeholders (authors of online tests, teachers, students, experts, quality managers, etc.). According to the proposed approach is developed an original software application Test Quality Evaluation (TQE) for the automation of the stakeholders’ activities for quality assurance of educational tests throughout the whole lifecycle. The application retrieves and provides analysis of data from online tests conducted and specially designed surveys for quality evaluation of educational tests by students and experts. It allows tracking and evaluating the quality of educational tests in real time and provides the related quantitative data in different levels of generalization – in the level of a separate educational test, of educational tests of an entire course, or educational tests of a subject area. The software application has been put under real-time testing for quality evaluation of educational tests, included in e-learning courses from different subject areas that prove its applicability.

In an introductory course in information technology at the University of Otago the acquisition of practical skills is considered to be a prime objective. An effective way of assessing the achievement of this objective is by means of a ‘practical test’, in which students are required to accomplish simple tasks in a controlled environment. The assessment of such work demands a high level of expertise, is very labour intensive and can suffer from marker inconsistency, particularly with large candidatures. This paper describes the results of a trial in which the efforts of one thousand students in a practical test of word processing were scored by means of a program written in MediaTalk. Details of the procedure are given, including sampling strategies for the purpose of validation and examples of problems that were encountered. It was concluded that the approach was useful, and once properly validated gave rise to considerable savings in the time and effort.
