We analyzed the concepts and requirements of Novelty-searching Points in this paper,and discussed the designing principles and methods of Novelty-searching Points according to the characteristics of research objects,research contents and research methods among medical science projects.

This paper describes the theoretical paradigms of information retrieval in information science and computer science, and constructs the theory framework of information retrieval from three perspectives that are user, information and technology. It evaluates the research priorities of the two disciplines and crossdomain of information retrieval theory. Finally, it points-out the theory status and development trend of information retrieval in information science and computer science, and provides exploration direction in information retrieval theory.

In this day and age of exponentially growing amounts of scientific information, the ability to perform efficient literature searches is a key skill for students and scientist. This review covers essential aspects of literature searching: devising a search strategy and selecting sources to search. Examples will be drawn from the field of biomedical research in general and evidence-based medicine in particular. In addition, the implications of the semantic web, Web2.0 and Open Access on literature searching will be discussed.

Information Retrieving is task of recuperating information with high relevance, precision and recall.Basic methods for information retrieval include Boolean Retrieval, Fuzzy retrieval, Vector Space model.Searching depends on matching keywords between user-query and document.Ontology can be used in information retrieval.In software engineering and information science, ontology is a formal naming and meaning of the types, properties, and interrelationships of the elements that truly or in a broad sense exist for a specific domain of discourse.Ontology provides us with vocabulary of terms.New terms and relations could be found out using the existing relations.Many Information retrieval techniques exist amongst which many depend on keywords.Relations between keywords are considered here so as to get higher precision and recall.

Sci-tech novelty retrieval is a procedure that novelty checking institutions,in light of novelty retrieval points provided by their clients,fully analyze related literatures by using some specific retrieval methods and modes,make a creative judgment and ultimately draw a conclusion based on the objective content of the literatures.Taking the research on molecular of fusarium head blight resistance in wheat as an example,the purpose of this paper is to investigate several issues in sci-tech novelty retrieval,including the filing of a novelty search contract,communication between novelty consultant and client,establishment of retrieval strategies,correlation analysis of various literatures and the writing of retrieval conclusions,etc.
