Abstract:
The report reviews the current status of IGCC and supercritical/ultrasupercritical pulverized-coal power plants and summarizes risks associated with project development, construction and operation. The report includes an economic analysis using three case studies of Chinese projects; a supercritical PC, an ultrasupercritical PC, and an IGCC plant. The analysis discusses barriers to clean coal technologies and ways to encourage their adoption for new power plants. 25 figs., 25 tabs.Cite
This report on clean coal technologies (CCTs) examines their performance, costs, and suitability for use by developing countries. The paper reviews in detail for each technology key elements including basic technological features, performance levels, commercial availability, costs of operation, time required for construction, suitability for developing countries, and issues affecting deployment. The report concentrates on commercially available technologies that are currently suitable and affordable for developing countries. But it also reviews more advanced demonstration-stage technologies in anticipation of both increased regulatory requirements and a drop in the costs of such technologies that would make them both necessary and practical for developing countries sometime in the near future. Given the wide use of coal in some developing countries, the paper is especially concerned to assist policymakers in choosing and justifying the use of appropriate and cost-effective CCT's. The report thus concludes with three brief chapters. The first of these discusses the relationship between environmental regulations and choice of technology; the next provides an initial screening method for evaluating relevant technologies; and the last presents conclusions and recommendations on technology choices and some notes on World Bank strategy for promoting dissemination of CCTs.

General Electric (GE) participates in research and development programs that will make electric power more efficient and helps to develop alternative energy sources and technologies that will resolve environmental concerns. GE's efforts include cogeneration based on a variety of indigenous fuels and pollution-abatement systems for coal-based fuels, including coal liquefaction and gasification, that are compatible with water-cooled, ultra-high-temperature gas turbines. GE works on industrial as well as utility applications, and is exploring commercial ventures with fuel companies. The investment for commercial demonstration will require new cooperative financing arragements. (DCK)

After a period of relative neglect, coal utilization R and D has recently surfaced in the renewed application of technical information to the new coal conversion industries, representing a vital aspect of future social and economic development. The scale of the new coal utilization enterprises will be greater, and their success more critical, than that of any other development in the energy field, including nuclear power or the renewable resources. Geared to the general reader, this book presents (1) an introductory background to coal and its utilization, (2) the six main branches of coal utilization technology (carbonization, gasification, liqufaction, chemical products, and in situ gasification), (3) economics of coal utilization technology, and (4) political decisions about the role of coal, including an explanation of existing policy situations worldwide.

US Secretary of Energy Spencer Abraham requested that the National Coal Council prepare a study identifying 'which opportunities could expedite the construction of new coal-fired electricity generation.' He also requested that the Council 'examine opportunities and incentives for additional emissions reduction including evaluating and replacing the oldest portion of our coal-fired power plant fleet with more efficient and lower emitting coal-fired plants.' A study group of experts who conducted the work can be found in Appendix D. In this article, the economic and ecological benefits of selected advanced technologies for electricity production based on coal and natural gas are evaluated. Among the analysed technologies are integrated gasification combined cycle (IGCC) systems, supercritical coal-fired power plants, multi-fuel hybrid cycles, and natural gas combined cycles. In addition, as a complement to coal technologies, CO 2 capture and storage installations are adopted. The main indicators evaluated are the unit carbon dioxide emission and the break-even price of electricity. The analysis took into account, among other factors, the existing support mechanisms for ecological technologies, primarily in the form of the European Union (EU) Emissions Trading Scheme. The analysis shows that the systems integrated with CO 2 capture can be competitive compared to systems without capture. Especially interesting in this context are IGCC systems integrated with carbon capture installations. The results are, however, affected by many factors, such as the fuel price, operational reliability, and auxiliary power need. The influence of these factors is evaluated in this article both qualitatively and quantitatively.
