Abstract:
This study examined electricity consumption in a Nigeria township with a view of understanding the challenges faced by electricity consumers and to proffer practicable suggestions for sustainable electricity supply. Major findings emanating from the study show that 26.7 % of respondents acknowledged the electricity supply through the electricity service provider (ESP). Again, 71 % of respondents relied on electricity through the alternative’s sources complementing ESP services. Furthermore, 75 % of respondents confirmed a temporal supply of 5 hours daily representing 20 % daily electricity supply. In another dimension, in terms of billing, 62.4 % received estimated electricity bills as many homes are without electricity meters. Finally, this study revealed some planning and policy implications and provided recommendations through which electricity consumption in the state could be improved upon.Keywords:

This paper addresses some essential issues of electricity market building,i.e.,the commercial property of electricity,the relationship between electricity market reform and electricity market building,the objective and function of electricity market,and the roadmap of electricity market building in China.It points out that the electricity has the commercial and public goods properties,and any arrangement should be made based on these two properties.To realize the commercial property of electricity,electricity market reform is the exclusive choice.In this market,the competition between the different generating units is propelled by the choice of customers.Therefore,the ice-broken action of the Chinese electricity market reform is to establish the policies to form the price of the electricity transmission and distribution,as well as the gradual openness of end users.

Taking the East China Electricity Market as an example,the characteristics of electricity as a product were analyzed,as well its influences on electricity market construction.The BETTA electricity market in the U.K.was used to analyze the treating methods for the special and common characteristics of electricity as a product during electricity market development in the U.K.,and the construction of East China Electricity Market was prospected.

The marketization process of electricity purchase and power generation and its significance in China
Abstract China’s electricity purchases and power generation have been subject to deterministic catalogue tariffs for a long time. With the continuous improvement of China’s electricity market reform, more and more parts of electricity purchase and power generation use market-based methods to determine electricity prices. This paper reviews the marketization process in China’s electricity purchase and power generation. In view of whether or not to participate in the electricity market, this paper classifies different types of electricity purchase and power generation in China. Finally, it summarizes the significance of China’s electricity purchase and power generation marketization.

This paper analyzes the defects of electricity market operation system in used at present from the aspects of origin of electricity market, status in quo of electricity schedule mode and the development demands arisen in electricity market. The new electricity market design principals, which are presented in accordance with business characteristics and development orientation of electricity market, assures that the system functions not only could fit in with current electricity market operation mode, meet the functions and performance demands of electricity market one side, but also could satisfy the continuous developing demands and variations of operation mode, market rules and transaction types of electricity market. Hence, this paper designed the data mode, support platform and infrastructure of electricity market operation system, introduced the technical implementation of electricity market operation system based on J2EE specification. Finally, summarized the key technologies and the applications of new generation electricity market operation system.

The new electric power system reform will promote new power management system of integrate resource optimal configuration. Retail Electricity side open, which is the highlights of this reform, will form the electric electricity market pattern of "multi-buyer - multi-seller" by means of building diversified competitive market. The result of retail electricity side open of major foreign countries is studied, and then the market model of retail electricity side open of China is reviewed. Based on the above, the main form of market, competitive strategy and market operation mechanism of electricity market is reviewed, and then the new model of retail electricity market based on user's side is built. The platform of retail electricity trading is made. Finally, in order to found better supervision of retail electricity market for the power supervision department, the paper propose the multiform way to find the balance between tight supervision and lax supervision.

Liberalization of the electricity market caused the origination of new legal methods of the regulation of prices in the electricity energy sector. These new methods of prices’ legal regulation have to deal with completely new social relationships, which are spreading in the competitive electricity market. The auctions and exchanges of electricity have originated. The electricity generators and suppliers are trading electricity and the prices of electricity are settled by the forces of the market. However the transmission and distribution of electricity are monopolistic activities, therefore the prices of the services of electricity’s transportation are regulated by the state. The goal of the article is to reveal the changes and the goals of the legal regulation of the prices of electricity and of the services, which are related to the supply of electricity, in competitive and interrelated electricity markets. The goal of the article was achieved after the fulfillment of the following task: the legal regulation of prices of electricity generation was analyzed; the peculiarities of legal regulation of prices of electricity transportation were revealed; the principles of the prices’ legal regulation in the retail market were determined. The article consists of introduction, three parts, which are devoted to analyze of prices’ regulation, and conclusions. In the first part of the article the problems of the legal regulation in electricity generation sector are discussed, also the European Union and Lithuanian legal acts, which regulate prices in electricity generation sector, are analyzed. The made analyses leads to the conclusion, that the high concentration of electricity generation market, but not the dysfunction of legal regulation, is the main obstacle for competition in electricity wholesale market. The second part of the article reveals the essential principles of the legal regulation of the prices of monopolistic market of electricity transportation and in detail analyzes the legal norms. The made analyses leads to the conclusion, that in Lithuania the legal regulation of prices of electricity transportation is favorable for electricity distribution and transmission companies, but nor for consumers. The third part of the article analyses the problems of legal regulation in the retail market and separates two different retail markets: competitive prices and regulated prices. The made analyses leads to the conclusion that the structure of electricity market and the dysfunction of legal regulation are the main obstacles for the formation of competitive prices’ electricity retail market. In the article according the analyzed material the main conclusions are made. In the electricity market the activities are divided in two separate groups: competitive activities and regulated natural monopolies. The goal of the legal regulation of the prices of electricity and of the services, which are related to the supply of electricity, is: to control prices in the competitive sectors of electricity market, and to regulate prices in the monopolistic sectors of electricity market.

Abstract With the development of power market construction, in order to ensure the effective competition of the power market and the stable operation of the system, under the competitive electricity market mode, it has become an urgent problem to improve the power sales market supervision system. Firstly, the characteristics of the electricity sales market under the competitive electricity market mode is analyzed. Secondly, problems in the surveillance of the electricity sales market are pointed out. Finally, the countermeasures and suggestions for the surveillance of the electricity sales market under the competitive electricity market mode are put forward.

The research describes the Bulgarian electricity market and the specificity of electricity pricing in Bulgaria. The factors influencing the wholesale and retail energy markets have been analysed. The research explains the transmission network infrastructure availability, the maintenance of transfer capacity, the capacity of the border interconnecting points of Bulgaria with Romania, Serbia, Greece, Macedonia and Turkey and the open tenders of the Bulgarian Electricity system operator (ESO) and the respective Independent Transmission Operators (ITOs) of neighboring countries. The basic ides, lying in the Transmission agreements have been explained. The process of liberalization of the electricity market has been presented as well as the measures, undertaken by the Energy and Water regulatory commission (EWRC) for the participation of industrial electricity consumers at the freely negotiated prices electricity market. The stages of electricity pricing at both the regulated electricity market and the freely negotiated electricity market are explained. The dynamics of the final consumer and the wholesale industry electricity prices for the period 2003-2014 has been analysed. The mechanism of formation of the average electricity price (the so called “price of the electricity mix”) has been explained. The elements of the final electricity selling price: the base price; the supplements (the “green energy” supplement, the supplement for highly efficient electricity production, the supplement for non-recoverable costs); the price addition for transfer through the transmission network and the price addition charge for access to the transmission network. The obligations of the National Electricity Company (NEK EAD) concerning its’ obligation to purchase electricity at the regulated market by electricity generating companies in Bulgaria as well as the problems for NEK EAD after the new electricity price was introduced in Bulgaria after 01.07.2015 have been discussed as well.
