    Cereals Producers’ Agricultural Aims and Their Tendencies to Sustain Agricultural Production in Turkey

    Abstract:
    The change in income level and urbanization bring a different dimension to the demand to agricultural products from the food habits to supply food, increase the attention to the cereals production and enhance the agricultural effect of cereals which are the main food source of people and are used as feed and in industry. Cereals have the biggest share in agricultural production in terms of both production volume and sowing area in Turkey which produces a lot of agricultural products thanks to the climate and soil characteristics. In this study, in Turkey which is globally an important actor in cereals production and trade, the aims of producers in agricultural production and the factors in the process of making decision toward sustaining production are studied by the best-worst analysis method. Also, the relationship between the sustainability of the agriculture and cereals production, and the individual characteristics and farm structures of producers are examined by bivariate probit analysis method. In this context, study is conducted by 961 producers with face-to-face surveys in 14 provinces. According to the results, while “to increase living standards” is the most important agricultural aim, “good crop price” is the most important factor for sustainability of the agriculture. Moreover, education, agricultural experiences, household size, cereals area and total farm land are determined as the effective factors on sustainability.

    Global agriculture must significantly increase production to meet by mid-century the demands for food, feed, and fiber posed by the world’s enlarging population. An important requirement to meeting those demands is a lifting of agricultural total factor productivity (TFP) growth rates. The present analysis evaluates the impact global agricultural TFP growth may have on food security in developing countries over the next decade. The results present an encouraging picture of developing countries’ food security status, especially in Asia and Africa. It finds that a continuation of last decade’s agricultural performance significantly accelerates food security reductions, highlighting the important role agricultural productivity plays in a country’s food security strategy. It also finds that TFP growth alleviates food insecurity primarily through a balanced approach between production and trade in Asia and Latin America but gains in Africa appear heavily tilted toward imports. There are, however, limitations to our approach, such as possible overestimation of import capacity in some countries.

    With the improvement of agricultural mechanization level,large,complex structure of agricultural machinery type gradually into the people's production and living,users of agricultural machinery also gradually increasing. Especially,the busy farming season in the agricultural production,the utilization of agricultural machinery are all growing,all kinds of mechanical failure followed.     Food security is one of the essential elements of national security, and self-sufficiency in basic food commodities, Arab countries import about half of their food requirements and are considered the significant importers of grain in the world. On this basis, Arab countries, particularly those with vast agricultural capabilities, have worked on achieving the goal of self-sufficiency, reducing the food gap, and have implemented many national plans and programs to increase production and productivity within the agricultural sector.

    The concept of food security has gained increasing attention in the recent ten years. The Food and Agriculture Organization (FAO) defines that food security exists when all people can access food needed for a healthy and active life at all times. Achieving food security means the situation where sufficient food is available, food supply is relatively stable, and those in need of food can afford food at a reasonable cost. However, there are conflicting opinions about how to achieve food security. Agricultural exporting countries insist that the diversification of food sources and domestic self-reliance as well contributes to enhancing food security. On the other hand, agricultural importing countries emphasize food self-sufficiency for major crops, especially after experiencing the major food crises across the globe during the agflation period between 2006 and 2011. This study investigates whether domestic agricultural production contributes to strengthening food security. Using the panel data for food self-sufficiency rate, we analyzed domestic grain price and food riots, the effect of domestic food production on food security or the probability of food riots. The results show that the increase in food self-sufficiency strengthens food security and reduces the probability of food riots, while lower import tariffs do not.

    The impact of the agricultural policy on Kuwaiti agricultural foreign trade can be measured by measuring the quantities of production of agricultural and food commodities and reducing dependence on the outside by reducing agricultural and food imports, increasing agricultural and food exports, the size of the agricultural balance and the development of the deficit in it, as well as the food balance and the coverage rate of agricultural exports and agricultural imports.And food exports, food imports, and a decline in the net balance deficit in each of them, and subsequently an increase in the self-sufficiency rate of food agricultural crops.The study showed the positiveness of previous indicators on correcting the course of Kuwaiti agricultural policy, and the study recommends this.Conclusively, this study recommends taking measures and methods that help increase the amount of agricultural production and achieve efficiency in agricultural production, which leads to improving economic indicators of the agricultural sector.
