Electronic Payment System used to handle tuition payments is an important information system in Higher Education Institutions (HEIs). By having this system integrated with the academic information systems owned by HEIs and the electronic banking system owned by bank partners, HEIs can provide anywhere-anytime and easy tuition payment services for their students. This book discusses the development methods as well as the designs of an electronic payment system to handle tuition payments where the development was housed in the HEI of the case study, Parahyangan Catholic University in Indonesia. In executing the project, the developer team collaborated with the bank partner providing electronic banking services. The development has been successful and the system has been being used since December 2009. Every semester approximately ten thousand students and their parents pay tuition electronically using electronic banking services as well as traditionally using clearing services or cash payments. The management of the university is able to properly manage tuition payments and resolve many financial problems encountered in the past.

Swedish experience of changes of payment systems indicates that there is a strong link between payment-by-results and the way the work organization functions. In fact the efficiency-promoting effects of payments-by-results to a great extent is explained by positive indirect effects on work forms, production planning and control, supervision and the readiness at the shop floor level to counteract and neutralize production disturbances and variations. This paper takes account of material from a study by Dr. Jan Edgren of changes in the payment system on the development, of events at a Granges die-casting shop. It is pointed out that the indirect effects of payment systems make payment-by-results a strategic factor or leading system in the development of the shop floor organization and work forms. The paper also presents an outline of some characteristics of the payment systems of the future.

The reforms of retail payment systems were also sought in response to the introduction of the euro. However, the retail payment systems in the EU are still fragmented, which means that each country has its own retail payment system. In order to overcome such a situation, the European Central Bank (ECB) and European Commission have promoted the project of “Single Euro Payments Area” (SEPA). The aim and situation of the SEPA project is described in detail. The cross-border retail payment systems, i.e. the “STEP1” and “STEP2,” are also discussed in this chapter.

FinTech is a new electronic technology which is considered an easy payment system. This study suggests an easy payment system which is a modified model of intention of adoption of an easy payment system based on UTAUT (Unified Theory of Acceptance and Use of Technology). The modified model diagnoses variables affecting customers’ acceptance intention by adding a new factor of perceived risk in term of size of payment - a major payment and a small payment. It is also surveyed by users who have experienced easy payment and empirically analyze the survey data through statistical technique. SPSS22.0 was used to generate basics statistics. while Smart PLS2.0 was utilized for hypothesis testing. Smart PLS2.0 is a structural equation method of partial least square. Result indicate that when a major payment is made, effort expectancy, social influence, and perceived risk affect intention of adoption. However, performance expectancy does not affect intention of adoption. Moreover, when a small payment is made, effort expectancy and social influence affect intention to adopt, but performance expectancy and perceived risk do not affect intention to adopt. Furthermore, perceived risk significantly affects intention to adopt negatively in the case of a major payment but does not significantly affect a small payment. Lastly, intention to adopt is significantly related to usage behavior.

The present chapter calculates the liquidity usage of the Mexican Real Time Settlement Payment System, SPEI, during a one month period. In particular, the authors’ interest is to give insight about how payment systems participants manage the settlement of low and large value payment transactions in real-time. To that end, they create an artificial environment, in which they use historical data from April 7 to May 7, 2010, and reproduce the operational conditions of SPEI. All payment instructions that arrived from 9:00 a.m. to 17:00 p.m. each working day are included. For each of these days, the authors arrange the transactions in four sets, delimited according to their value: all payments; payment orders with value higher than 100,000 MXN; transactions with value higher than 1,000,000 MXN; and payments with value higher than 10,000,000 MXN. The authors use a simulation environment to reproduce SPEI’s operational conditions in order to measure the liquidity usage in different settings of settlement speed requirements.
