The funding of population-based public health services (health protection, health promotionand disease prevention) has received little attention in the international literature on healthreforms, and yet these services are of fundamental importance to the health of populationsand to the economy. This article provides justification for health policy-makers placing moreemphasis on the level of public health funding compared with funding on personal healthservices, and accountability arrangements for its expenditure, when considering options toimprove the performance of their health sectors. The New Zealand experience of fundingpublic health services is described within the context of the health reforms. The strengths andweaknesses of the adopted approach are analysed.

Effective collaboration between public health and the health care system is essential for connecting medical and community health-related resources and improving population health. We investigated the linkages between local health departments and primary care clinics in Nebraska.We conducted a mixed-method study by using semistructured in-person and telephone interviews and surveys in 2017 and 2018 with directors of 19 Nebraska local health departments. Interviews and surveys assessed activities and programs that health departments implemented or planned with clinics in their jurisdictions. Barriers, benefits, and opportunities for building the linkages were identified.Strong linkages existed between local health departments and primary care clinics. Linkages focused on the control and prevention of chronic diseases and on traditional public health programs, including screening for cancer and other chronic diseases, vaccinations, worksite wellness programs, home visits, clinic and medication assistance referrals, health message development, electronic health records data analyses, staff education, and improvements in policies and procedures. The most frequently reported barrier was funding, and the most frequently reported benefit was patient behavior change. The opportunity most frequently reported was chronic disease health coaching.Extensive linkages exist between Nebraska local health departments and the health care systems in their areas. Additional funding, effective workforce management, community needs assessments, and program evaluation can support joint initiatives to address community health priorities.

Preventive treatment is the highest form of traditional Chinese medicine. Ancient physicians believed that prevention was better than cure and health preservation was the best method for prolonging one's own life. At the same time as medical technology advances constantly and average life expectancy increases every few years, chronic diseases are also becoming more common. Ever since the World Organization proclaimed the year 2000 the year of Health for all, the term has been a watchword for all developed countries. In traditional medicine, from the concept of preventive treatment to the method and practice of health preservation, there is much for nursing professionals involved in health promotion to tap into.

Cardiovascular (CVD) disease is the leading cause of death and hospitalisation in New Zealand, with major disparities between ethnic groups. Implementing the New Zealand Guidelines on the assessment and management of cardiovascular (CVD) risk is urgent and requires a range of activities from social marketing, community development and health promotion through to clinical care. Clarification of a population health approach and how primary health care nurses can integrate both personal and public health activities is important to the implementation of the CVD risk guidelines. This paper reports on an innovative project where primary health care nurses have a key role in integration of public and personal health and improving management of chronic conditions.
