Abstract:
The research of computer vision, imaging processing and pattern recognition has made substantial progress during the past several decades.Also, medical imaging has attracted increasing attention in recent years due to its vital component in healthcare applications.Investigators have published a wealth of basic science and data documenting the progress and healthcare application on medical imaging.Since the development of these research fields has set the clinicians to advance from the bench to the bedside, the Journal of Healthcare Engineering set out to publish this special issue devoted to the topic of advanced computer vision methods for healthcare engineering, as well as review articles that will stimulate the continuing efforts to understand the problems usually encountered in this field.The result is a collection of fifteen outstanding articles submitted by investigators.Following the goal of special issue, we identify four major domains covered by the papers.The first is medical image analysis for healthcare, the second is the computer vision for predictive analytics and therapy, the third is fundamental algorithms for medical images, and the last one focuses on the machine learning algorithms for medical images.Here, we give the review of these published papers.Keywords:

Plan S, a European initiative designed to push open access publishing, has released details of how scientists could publish in subscription-based journals. Starting in 2021, scientists who receive grants from signatories to Plan S will be allowed to publish their research only in a way that is immediately and freely available to the public. This among many scientists and journal publishers, who think scientists should have a choice about where they publish their work, including in a subscription-based journal. Under , scientists subject to Plan S would agree to release their work under a liberal copyright as part of accepting a research grant. That agreement would override the copyright of any journal that later publishes the work. Journals usually get the copyrights of the papers they publish. The paper introduced digital audio broadcasting (DAB) with wide coverage as a medium of information publish. It briefly introduced the application of DAB technology in the meteorological warning information publish system,including its structure,function,characteristic and progress. Pure publish contracts are possible now. It is not necessary to wait for the subscription publishers to change their business model or to pair a pure publish component with a read and publish component in a transformative agreement. The notion of a pure publish agreement has been emerging for some time even if it hadn’t been named previously. Some of the transformative agreements that have been discussed as read and publish (or publish and read), in this post by Lisa Janicke Hinchliffe, in actuality also include a pure publish component.

"Read and Publish" deals represent a new paradigm in the Open Access scholarly publishing ecosystem. However, "Read and Publish" deals may introduce financial imbalances between institutions which choose to "Read" and those which choose to "Publish." At NASIG 2020, five presenters came together in a panel discussion to present their perspectives on "Read and Publish" from library, consortia, and publisher perspectives.

Current approaches for Publish subscribe over Named Data Network(NDN) have limitations for supporting full Publish Subscribe operations over NDN. In this paper, we propose a design of publish subscribe system over NDN, which encoding the ApplicationParameters of NDN Interest Packet for Publish/subscribe operations over NDN. Our approach not only fully supports publish subscribe operations over NDN but also supports flexible subscription (including wildcard) and flexible publication(including push) for publish operation over NDN.

Many scholarly journals charge high prices to libraries, exclude the wider public altogether, and generate excessive profits. Open access regulation can mitigate these problems when authors are required to publish in journals which offer free and immediate access by readers, or make freely available a substitute to the published article. The former policy is likely to lead to publication fees, making authors less inclined to publish and less willing to publish in selective journals. The latter policy makes available only an inferior version of the published article but may be consistent with authors publishing for free.
