    Every year in the United States, several thousand emergency or disaster situations occur resulting in evacuations. The ability to have an efficient and orderly evacuation is primarily focused on maintaining a working surface transportation system. The Federal Highway Administration with in the Intelligent Transportation System (ITS) has started an Emergency Transportation Operations (ETO) initiative to ensure that the surface transportation is operational during an emergency or disaster. Several years of research and development went into developing the ETO initiative. This paper highlights the problem areas and the potential solutions to those problems within the ETO initiative of the ITS program.

    Abstract : The major purpose of this paper is to contribute toward improved emergency medical care. The results of helicopter performance in civilian air rescue operations are presented. Suggestions as to the future role of helicopters within the emergency care system are discussed. The other major components of the emergency care system are examined and recommendations have been offered to aid in their improvement.

    Conducting emergency exercises can help airports prepare for real emergencies. This article discusses the importance of emergency exercises and describes how to design an emergency exercise. In planning an emergency exercise, an important goal for the airport is to test its communication and coordination systems and airfield orientation of emergency responders. Fire, police and rescue personnel should be included in the emergency exercise, with each agency clarifying its individual outcomes. Agency and airport representatives should meet to share outcomes and resolve coordination issues. Exercise types can include security incidents, as well as large or small safety incidents. A critical component of an emergency exercise is to make it as realistic as possible. An exercise should include a design and management team comprised of agency representatives, players (airport personnel and emergency responders), volunteers to play victims, referees and observers.
