    Abstract:
    Abstract The term “self-realisation” is not defined in any Dutch legal provision, but has emerged from case law based on the Expropriation Act. This article describes the development of the right of self-realisation in the Netherlands. In addressing this subject, the article presents a brief historical overview of the Dutch land policy and land policy instruments. In addition, Royal Decrees and case law about the right of self-realisation are discussed.

    The shortcomings in the current land expropriation in our country make the land expropriation work difficult to carry out,in order to solve this problem,local governments do a series of explorations in the practice of land expropriation.In this process,some areas gradually find a method that called replacement,which changes the disadvantages in the current land expropriation.In this paper the author introduces the features of double replacement and its effects on land expropriation reform,and proposes the direction of land expropriation reform.

    This paper aims at providing an ethical framework for rebuilding, reconstructing, restructuring and revitalizing human capabilities as a means to achieve social empowerment. It strives toward conceptualizing a certain set of guidelines built upon a notion of globally common human values. Using the intellectual tasks of law, science and policy theory, its values and its interdisciplinary methods and tools that require a rigorous and contextual analysis of conflicting claims, and past and future authoritative and controlling responses to them, the paper aims at inventing, evaluating, proposing and selecting alternative solutions and recommendations whose outcome and the process has to generate development. The paper argues that complying with policies, aiming at maximizing access of all to all the most critical and desired values support the establishment of an optimum order of human dignity, which is characterized by maximum access of all to the universe of human aspirations.

    The land expropriation compensation practices are different from each country because of the differences of land expropriation compensation basis and principle.Comparative studying of developed countries' land expropriation compensation practices and learning their helpful experiences are meaningful to perfecting our land expropriation compensation system.

    After a preliminary analysis of the procedure, functions and flaws of land expropriation policies of Anhui Province, the paper discusses through many cases the land expropriation procedures in different stages such as preliminary stage, submission-for-approval stage and execution stage, and explores the land expropriation system and cost prestore system as well. The paper concludes with pointing out the flaws in the execution procedure of land expropriation in Anhui Province and putting forward some suggestions accordingly.
