The second part describes the difficulties found when obtaining them, due to the data gathering process and due to the scope considered. It concludes with the necessity of standardization of the kind and scope of failures on the network, to be able to compare the results. To execute good design one not only needs to know what to do and how to do it, but also why it should be done. For a standardization expert the rationale of a standardization project may be found in the proposal for a new work item or terms of reference, but rarely in the scope statement. However, it is also commonplace that the rationale of the project is not clearly stated in any of these parts. If the rationale is not surfaced in the early phases of a project, it is left to the design, sense-making and negotiation cycles of the design process to orient the project towards a goal. This paper explores how scope statements are used to position standardization projects in the IT for Learning, Education and Training (ITLET) domain, and how scope and rationale are understood in recent projects in European and international standardization. Based on two case-studies the paper suggests some actions for further research and improvement of the process.

The article discusses the subject of new European regulations regarding unmanned aerial vehicles (UAV), which define the rules for the use of UAV systems in the European airspace. The introduced legal framework defines the technical requirements for the UAVs, UAV categorization and classification of performed operations in terms of risk, UAV certification matters, rules for the introduction on the uniform European market and their supervision, as well as personnel conditions necessary to ensure compliance with the general requirements. These activities are aimed at development of the UAV market and integration with manned aviation in a safe and environmentally friendly way. The article presents the process of establishing the European regulatory structure for civil UAVs.

MPEG-7 is the most recent standardization activity of the Moving Picture Experts Group (MPEG). MPEG-7 is still in its early stages where its scope, requirements, and evaluation procedures are being defined. It is expected to become an international standard in year 2001. The purpose of this paper is to serve as an introduction to MPEG-7, its scope and requirements, as well as the current state of its development process. MPEG-7 presents challenges to a number of technical communities including the image processing community.

The key factor of standardization design of accepted on-orbit service spacecraft is standardization design of module interface. Through analysis its class and function for module interface, first, summarize the necessity and advantages of the module interface standardization. Second, on the basis of analysis of module interface’s characteristic and interface's data structure information, put forward an opinion that QFD and TRIZ theories can be applied in the standardization of modular interface.

ISO/TC173 is a technical committee, in charge of international standardization of assistive products (APs). Robotic technology (RT) is currently an important topic in this field. APs with RT will be included in future revisions of the scope of TC173. Cooperation between the AP and RT space is essential to reach suitable solutions of future standardization.
