Abstract:
There are a number of policies that have been established to reduce greenhouse gases emissions and reduce energy consumption. These polices, however, only reflect the building energy consumption saving rate without considering building energy consumption characteristic. If building that already use less energy apply the same saving rate to reduce energy consumption, it is less effective. Therefore, this study classified building energy consumption characteristics and investigated approaches to adopt individual reduction rates according to energy consumption. Analysis results showed that there are differences in energy consumption depending on building use, and therefore, we classified buildings by use. We also proposed a formula to set a reduction goal for rate of energy consumption according to energy consumption. We verified our approach in a top-end neighborhood facility in Seoul. The energy consumption savings goal of this study can be applied individually, but determining whether a building can reduce energy consumption towards a saving goal requires a closer look at each building. Keywords:

This paper examines energy conservation and energy efficiency policies and programmes, mainly in the UK but also in Denmark and the Netherlands. It explores the theoretical and practical differences between conservation and energy efficiency and shows how, particularly in the household sector, energy demand continued to increase despite a range of policies to improve energy efficiency. Energy efficiency's ability to deliver energy and CO 2 savings may be significantly counter-balanced in the short term by trends towards, greater use of appliances and increasing comfort standards. Over the medium and longer term energy efficiency should prove much more beneficial as saturation is reached for many energy services. However without action to raise energy prices (e.g. through taxation) the potentially beneficial effects of energy efficiency programmes may be limited.

This paper using DEA-Malmquist productivity index evaluation method, build an evaluation index system of provincial energy conservation and emissions reduction including the energy conservation, emission reduction, desirable output and undesirable output indicators. The result shows that the efficiency of China's energy conservation and emissions reduction is promoted, mainly owes to technological progress; the efficiency of energy conservation and emissions reduction between regions are different. With the exception of Shanxi, Guizhou, Beijing, Inner Mongolia and Zhejiang having bigger than 1.1 in the efficiency of energy conservation and emissions reduction, all other regions present an obvious gap from the highest one. In particular, the efficiency in Qinghai, Guangxi, Chongqing, Sichuan and Xingjiang is lesser than 1, indicating that the efficiency has much space to improve. And then, the redundancy of the input is used to further analyze the cause of the efficiency of energy conservation and emissions reduction. We find that the redundancy of energy consumption is the largest among all the input in nation and regions, which reflect that the low energy efficiency is the most important reason restricts the efficiency of the energy conservation and emissions reduction. Generally, the input efficiency in eastern region is higher than the central and western regions, which can explain why the energy conservation and emissions reduction is most efficient in eastern region.

This study presents the energy saving analysis reached through employing the energy intensity usage and specific energy consumption method. The energy analyses conducted in this study are used for implementing a new technology. However, they are additionally used to evaluate the latest concepts, techniques, processes, and uses for technologies, which are aimed at improvement of energy savings. This study shows the correlation between energy consumption, potential energy savings, and the impact of the energy assessment in different industrial sectors. The correlation is found by using two indicators: (1) the energy intensity usage (EIU) and (2) the specific energy consumption (SEC). The data analysis in this study considers the assessments for 67 industries from 2015 to 2019 and classifies those assessments using the Standard Industrial Classification (SIC) code. The results show that energy savings and energy consumption are linearly related. Also, the energy assessment improves energy performance in a more significant way for smaller companies than for larger industries. These results can be extrapolated by identifying the potential benefits of the energy management system (EMS) implementation.

This paper presents a calculation system to evaluate the energy efficiency in the production in general and at the process level more specifically. Its focus lies on the evaluation of the efficiency of the use of electric energy in the manufacturing industry. The basic target is a comparability of the energy efficiency across products through derivation of significant key figures. The basis of a significant evaluation and overarching comparability of the energy efficiency as well as the basis of the derivation of possible saving potentials is the relative energy efficiency (REE). It is determined by the quotient of minimal energy demand and actually measured consumption and requires that the actually measured energy consumption refers to an independent basis of comparison. The step-by-step development of the calculation system is based on the detailed analysis of all influential factors of the energy consumption. The, in this context, developed Least Energy Demand Method enables the determination of energy minima with different bases of comparison as reference values to evaluate the energy efficiency of single parts production.

The rapid development of digital economy promotes the explosive growth of data volume, which makes the construction of new infrastructure and its energy consumption emissions increase dramatically. Therefore, it is necessary to establish a scientific and objective energy consumption evaluation system and corresponding energy conservation measures. This paper first describes the building process of the energy consumption model, and then compares the difference between the traditional energy consumption model and the machine learning energy consumption model. It shows that it is an irresistible trend to use machine learning technology to build the energy consumption model. By applying the reinforcement learning model to the energy conservation of 5G base stations, it illustrates the actual application effect of the current network on reducing consumption.
