    Research on Dynamic Change Analysis and Prediction of Ecological Footprint and Ecological Capacity in Jilin Province

    Abstract:
    This paper calculated ecological footprint per capita and ecological capacity per capita in Jilin Province during 1996 and 2010 by using the ecological footprint theory,analyzed the dynamic changes of ecological footprint per capita and ecological capacity per capita,and obtained development prediction model of ecological footprint per capita and ecological capacity per capita by using the analysis of SPSS statistical software.The results indicated the ecological footprint per capita had ascended firstly and then descended between 1996 and 1998.It increased continuously from 1.784 1 hm2 per capita to 3.201 3 hm2 per capita between 1998 and 2010,and ecological capacity per capita dropped from 1.371 0 hm2 per capita to 1.302 8 hm2 per capita between 1996 and 2010.In the same period,ecological deficit had increased from 0.560 1 hm2 per capita to 1.898 5 hm2 per capita,indicating that the development of Jilin Province was in an unsustainable status.Ecological footprint per 10 000 RMB GDP dropped from 3.769 2 hm2 to 1.014 4 hm2 and had the trend of further reduction.The development prediction model showed the ecological footprint per capita in Jilin Province would increase from 3.420 1 hm2 per capita to 6.007 3 hm2 per capita between 2011 and 2025,ecological capacity per capita would drop from 1.300 1 hm2 per capita to 1.258 1 hm2 per capita and ecological deficit would increase from 2.120 0 hm2 per capita to 4.749 2 hm2 per capita.Jilin Province must take a series of effective measures to change the existing mode of economic development and improve scientific and technological innovation,and promote the quality of the people.Otherwise,the ecological deficit will continue to increase,the situation of sustainable development will deteriorate further.

    This article takes the GDP per capita growth of Chongqing and Shanghai as the reference examples,analyzes the correlation with GDP growth of 9 aspects: the contribution to science and technology,the investment in fixed assets,the total consumption per capita,the exports per capita,the total amount of funds per capita raised for science and technology activities,the income of peasants per capita,the energy consumption per capita,the number of medical staffs per thousand persons,the construction of public utilities per capita and urban areas.Further,this article makes comparison among them as well as some in-depth discussion;meanwhile it puts forward some corresponding strategies and recommendations.

    On the basis of eight indexes such as per capita GDP,per capita the first industry production,per capita secondary industry production,per capita the third industry production,resident consuming level,per capita financial expenditure,per capita tel-communications total quantity and per capita import and export quantity,this paper makes clustering analysis of provincial economic developmental level of China's 31 provinces by classifying the areas into four class regions.The results accord with the reality of China.

    Western-China cities are on the period of fast and stable growth.To measure Western cities' economic development level and growth trend,per capita budgetary income,per capita GDP and correspondent annual growth index are applied.Per capita budgetary income and per capita GDP are used as the two indicative parameters of economic development level.Per capita budgetary income is the ranking criterion of cities,since it has more strict restriction in public economy.Based on the data of population,local budgetary income,and local GDP in the period of 1998-2007,48 cities are divided into three groups as the objects of panel data measurement.The contribution rate of per capita GDP to per capita budgetary income,the annual growth rate of per capita budgetary income,and the annual rate of per capita GDP are measured.The results indicate that,the annual growth of per capita budgetary income,the contribution rate of per capita GDP to per capita budgetary income are positive benign indicator of urban economic development.Yet the positiveness of annual growth rate of per capita GDP needs careful analysis based on particular situations.Research indicates that,the scale economy in western-China cities has two forms: super large cities exploited the advantages of the scale economy of the scale of public services,while the medium-sized cities would exploit the scale economy of dominant dominant industries.There are great differences on economic development level among western-China cities.Cities with comparatively lower development level should adjust the growth strategy,and need corresponding public policy support.

    This paper gives us an empirical study on the regional economic differences in Anhui Province by fuzzy comprehensive evaluation model. The deta include 17 cities in Anhui Province in 2008 per capita GDP, per capita revenues, per capita foreign trade, per capita domestic trade, ratio of primary industry output value, ratio of secondary industry output value, ratio of tertiary industry output value, actual utilization of foreign capital/GDP, total value of import and export commodities/GDP, employment rate, labor productivity, per capita growth rate of fiscal revenue, etc.

    Based on compound average growth rate, relative development index, Gini coefficient regional development balance and R/S analysis method, this paper selects three indicators and uses 16 regions of Yunnan Province as analysis units to research regional economic development level and its future trend. Quantitative analysis results show that: 1) Per capita GDP, rural per capita net income and average salary of employee increase steadily, but the income gap between urban and rural areas is enlarging. 2) Among the 16 regions of Yunnan Province, the difference of Per capita GDP is great and the differences of rural per capita net income and the average salary of employee are small. 3)Among the 16 regions of Yunnan Province, the per capita GDP over the balance degree is low but shows obvious upward trend, rural per capita net income balance degree is high and rising, average salary of employee is the highest overall balance but decreased slowly. 4) Regional differences of GDP per capita and rural per capita net income will be further narrowed, and regional differences of the average salary of employees will increase slowly. This paper may help lay a foundation for further studies on the relationship between fairness and efficiency to balance the regional economic development and give an objective understanding of economic development of Yunnan Province.

    Eco-footprint productive efficiency,which is integrated with the economic indicators to signify the relative output of per capita ecological footprint,is defined.Then that of 31 provinces in 2003 is calculated and analysised. The results show that the eco-footprint productive efficiency improves with the increase of per capita GDP and decreases from east to west in China.It is related with per capita GDP,expenditure on RD,the proportion of the tertiary industry in GDP and per capita energy consumption,and their importance decreases one by one.Based on the results,how to balance the justice and efficiency is an intractable but important problem in China.

    In this paper,we have investigated features of per capita fiscal revenue in China's eastern 11provinces(independent municipalities)under the influence of birth control policy and economic growth since 1981to 2011.By building vector autoregression model,we have analyzed dynamic influences on per capita fiscal revenue in the above region from per capita consumption level,per capita level of investment and per capita level of import and export trade.The empirical results show that the promotion of per capita fiscal revenue in those provinces directly relate to the implementation of one-child policy,declination of natural population growth rate and the rapid growth of economy.Besides,different levels of opening-up,market mature degree and economic growth have different influences on per capita fiscal revenue.In the provinces with lower level of opening-up, the import and export trade has lower continued effect on economic growth,and the investment level has shorter time of promoting effect on economic growth.And the consumption levels and investment structures are different among the provinces.

    An Spattern between metals per capita consumption and GDP and a linear pattern between energy per capita consumption and GDP were used to predict the consumption of energy,steel,copper,aluminum and zinc in China in the forthcoming 30 years. The factors for the predication were derived from the experience of the developed countries in 20th Century, from China in the past 30 years, and also from two assumptions of GDP growing. The predictive consumption is very large in 2020-2030,but remains 1/4 to 1/3 of the per capita consumption as compared with the developed countries in 2000.

    Per capita commercial area is an important indicator of saturation for an international city of circulation.Statistics show that per capita commercial area is 1 square meter in some representative international city. In different cities,per capita commercial distribution of resources has different characteristics.If there is no corresponding innovation of circulation,an increase in per capita area will be redrawn city commercial structure,and reduce business efficiency.
