In order to pursue smoothly the system of open administration, we must change and transit the present pattern of administrational management as the auxiliary reform measures of the open administration, that is, the controlling administration into service administration, the all-power administration into limited administration, over compulsory administration into introducing administration, and the camera obscura administration into open administration.Cite
The aim of public administration is transforming efficiency administration into service administration. This can be confirmed by the historical development of public administration. The efficiency administration may be rational under some conditions of history, but accompanying the change of historical condition, the efficiency administration couldn′t satisfy the need of the development of society. Therefore, the efficiency aim of public administration has been doubted. A new aim pattern of public administration, that is, the service administration has been accepted widely.

Since China's entry into the WTO, the government's operational pattern has to be reformed and innovated from the following ten aspects: the focus of government administration should be shifted from authority administration to discipline administration; from policy administration to lawbased administration, from microadministration to macroadministration; from obscure administration to open administration; from benefit administration to fair administration; from willful administration to honest administration; from responsibilityfree administration to responsible administration; from controlling administration to service administration; and from inefficient administration to efficient administration.
