IMPLICATION FOR YALONG RIVER FROM THE SUCCESSFUL EXPERIENCE OF FOREIGN WATERSHED MANAGEMENT

Abstract:
Currently,watershed management has become a tried and true mode in most countries and regions of the world.Watershed management has been constantly explored by most countries,and both the theory and the practice of river basin management have been greatly enriched.However,watershed management is still in the initial stage of exploration in our country.Therefore,how to learn the foreign successful experience in watershed management in order to form an effective watershed management model in our country has been one of the major tasks in water resources management.In order to provide some useful lessons to domestic watershed management practice,this paper summarized the successful experience and the existing problems of three representative watershed management modes,that is the Tennessee River watershed management mode,Australia Murray-Darling River watershed management model and the Thames River watershed management model in British.This paper took Yalong River hydropower development as an example.The authors first conducted a comprehensive analysis of the actual situation in Yalong River watershed.Second,River watershed and the three foreign watersheds were compared.Third,the authors adequately took the successful experience in watershed management model of the three foreign watersheds for reference to put forward the relevant measures and suggestion to the Yalong River watershed management.Keywords:

Abstract Watershed Management is rapidly evolving to address the concerns regarding environmental impacts from land use changes and other activities within watersheds. Policy documents being developed for resource management reflect the belief of regulatory agencies that, to be effective, management must involve local issues and conditions and be carried out on a watershed basis. Effective watershed management must utilize an integrated approach including water resource and environmental conditions in developing local policies and guidelines. Consideration must be given to surface hydrology, hydrogeology, water quality conditions and environmental characteristics (ie. fisheries, vegetation, wetlands, etc.).This paper outlines the approach being used in two recent watershed studies, 14 Mile Creek and Laurel Creek in southern Ontario. Comprehensive watershed management strategies are being developed for these watersheds involving an integration of the characteristics outlined above. Policies are being developed to meet the characteristics of the watershed to permit the development of the watersheds in a sustainable fashion. Integration of issues is carried out in two levels: first, the technical analysis, which includes various flow regimes and environmental impacts, and second, the management issues which include policy, planning, legislation and stakeholder interest. The goal of the strategy is to merge the interests of the stakeholders with the constraints and characteristics of the watershed.

Integrated river basin management has become an effective mode for national and regional water resources management.Watershed management in China is still in the stage of exploration.Using foreign successful experiences of watershed management to form river basin management mode is an important task of water resources management.This paper summarized the successful watershed management experiences for the Great Lakes,such as the legal system,fast and efficient management organization and coordination mechanism,information and technology support,comprehensive environmental monitoring system and early warning mechanism.These experiences could be used for reference on integrated river basin management in China.
