    Abstract:
    In order to ensure the stable operation in the municipal sewage treatment plant,it was discussed from the sensible design,the strict construction,the high quality of equipment procurement,the rigorous daily operation management,strengthening enforcement efforts,giving full play to the supervisory functions of the superior departments,and raising public environmental awareness,etc.In the meantime,the corresponding guarantee measures are put forward.
    This paper mainly introduces that the process of sewage treatment system in refining unit of ningxia petrochemical company, analyses the existing problems during all stages of the commissioning and takes some useful innovation plans and management measures. These measures ensure the stable discharge meeting the standards of sewage treatment system, and meanwhile improve the rate of sewage reuse greatly.

    A modern and efficient sewerage system is vital for the country, to ensure that waste water is treated before the effluent being discharged into the waterways (eg. Lake, river and sea). Sewage Treatment Plants (STP) is designed to collect, treat and dispose human waste and other wastewaters generated from urban dwellings and commercial facilities. Since the treatment of sewerage is a vital and continuous activity, the sewage treatment plant must be managed and functioned judiciously. Upgrading the existing wastewater treatment plant systems refers to a variety of design and operational technique to improve the performance or increase plant capacity. Thus, the aim of this study is to evaluate the workability and effectiveness of the use of Package Plant System for upgrading the conventional treatment plant in order to meet the standard requirement. This study discussed on the Sewage Treatment Plant in Malaysia and also analysed problems that often face in operating and maintaining the conventional treatment plant. The methodology adopted for this study are through literature to understand the scenario of the existing Sewage Treatment Plant (STP), gathering information and data from questionnaire survey and case studies conducted. The result of the study shows that the upgrading of existing sewage treatment plant is recommended after considering the limitations of the performance of STPs. Apart of that, it is also important to upgrade the performance of STP to maintain their efficiency and reliability.     The operation status of Nanjing municipal sewage treatment plants (MSTPs), and exis-ting problems such as insufficient funds, incomplete sewage network, low operation management level, delayed sludge disposal and so on were analyzed. The corresponding countermeasures to the problems were put forward from aspects of the structural reforms, sewage pipe network construction, master control room construction, staff skill training, sludge disposal and so on to make the MSTPs operate normally, and give full play to their investment returns and environmental benefits.

    In view of the existing problems in municipal sewage treatment projects, this article analyses the three primary factors which affect the rate of running,ie.engineering system, operation cost and supervision system. Discussion is made on the alternative scheme for operation and management optimization.Such countermeasures as implementing enterprised management to WWTP and establishing centralized systems to environmental management are proposed.

    Background Lyantor city (the city status was obtained in 1992) is located on the territory of one of the largest fields in Russia - the Lyantor oil and gas condensate field. Sewage treatment plants (STP) were built and put into operation in the period 1987-1989, the project provides for 2 stages of construction with a total capacity of 14,000 m3/day. STP includes mechanical, biological treatment, disinfection of treated wastewater at an ultraviolet installation and treatment of precipitation at filter presses. The volume of wastewater received for treatment is 35 % of the design capacity of STP -14000, which is due to the general trend of reducing wastewater costs in recent years (the use of water-saving technologies, the use of water metering devices, production reduction, etc.). Municipal Unitary Enterprise «Management of Heat Supply and Sanitation», Lyantor, in order to optimize costs and comply with the technology of biological wastewater treatment in 2012 brought one of the queues (7000 m3/day) to conservation. To date, the degree of purification of wastewater discharged into the Pim River does not meet modern regulatory requirements. In order to improve the reliability, quality and environmental safety of the city's wastewater treatment, a technological audit was conducted in December 2019. During the audit, a survey of working sewage treatment plants was conducted, taking into account the information obtained in the operating laboratory on the territory of the STP. Aims and Objectives The aim of the work is to analyze the work of sewage treatment plants of the city on the basis of data obtained during a technological audit, to identify the causes of violations of wastewater treatment technology, to develop recommendations for improving the operation of the water treatment plant and bringing the degree of wastewater treatment to the regulatory requirements for discharge into the reservoir. Results The main factors affecting the wastewater treatment process are identified, the reasons for the violation of the technological treatment regime are identified, and recommendations are developed for intensifying the operating mode and taking measures to bring the STP to the normative characteristics of wastewater treatment. According to the results of the survey of the technological wastewater treatment system, it was concluded that the existing scheme is not able to provide wastewater treatment to the required standards and there is no technical possibility to bring the quality of treatment on the existing equipment to the standard values. It is shown that for high-quality treatment of domestic wastewater, it is necessary to perform reconstruction with a change in the technological scheme of treatment or the construction of new sewage treatment facilities based on modern technologies for biological nitrogen removal, biological and chemical phosphate removal and precipitation treatment. The recommended measures can serve as a material for promising solutions to improve the operation of treatment facilities in the process of developing an investment program for the development of the city's wastewater disposal system, as well as be the basis for developing a project for the reconstruction (construction) of existing STP.
    Due to network programming problems or changes in the environmental protection policy for many sewage treatment plants,it causes that a large number of design ability is idle,resulting in high operating costs of the sewage treatment plant,enterprise is difficult to profit,even lost.Taking Suzhou QY water treatment company as an example,this paper made analysis and research on how to carry out operations management of wastewater treatment plant.

    According to practical situation of sewage treatment plant construction in county level,some existing problems were discussed,including difficult fund raising,inappropriate process,and lower reusing rates of sewage and so on.Some suggestions were put up such as selecting proper process,building corresponding pipe network and utilizing the reclaimed water.

    In order to meet the water quality of Grade A Discharge Standard of pollutants(GB18918-2002),municipal sewage treatment plant has entered a substantive stage to upgrade and transformative technology.A case study of sewage treatment plant in high-tech zone,we suggest feasible measures and technical methods from influent quality,process characteristics,energy saving and reducing,safety running and technical maintenance.The study is to ensure steady running after upgrading and transformation.
