Abstract:
The lack of ITT and the low cycling deadlock is a key factor responsible for the insufficiency of innovation dynamics and the weak industrial upgrading in China's LICs.Under the condition of modulation,the competitive advantage of LICs is reflected in the monopoly and control of ITT.Through establishing a 3-force model and decomposing primary factors,the paper elaborates on the key factors determining the formulation and evolvement of the ITT mechanism of Chain's LICs in such areas as institution,technology,industries and opening to global industrial chain during the transition period.The paper points out that the business network of the core enterprises has an important role to play in promoting the formulation and evolvement of the ITT mechanism in Chain's LICs.Finally,the paper introduces three platforms which can be used for the practical purpose of promoting the formulation and evolvement of the ITT in the traditional local LICs of China,including innovation transferring,intermediary technology transfer and technology diffusing.Cite
Strengthening Technological Innovation is the Fundamental Way to Strengthen Core Competitiveness of Large and Medium Construction Enterprises in China and Realize Sustainable Development. The construction of a technological innovation model that conforms to the enterprise's own conditions is an important premise to effectively integrate the internal and external innovation resources, reduce the cost and risk of innovation and improve the innovation performance. In this paper, the technology innovation model of large and medium-sized construction enterprises is divided into an independent innovation model, imitating innovation mode and cooperative innovation mode. Through the establishment of three-dimensional model, this paper aims to provide a quantitative analysis method for large and medium-sized construction enterprises in China.

China has become one of the largest economies and one of top ten innovative countries in the world. State-owned Key Enterprises played an important role in building the innovative nation,and it has made a number of major scientific and technological achievements in some key areas; But the innovation capability of State-owned Key Enterprises is still weak,which is mainly reflected in the following aspects: the low self-sufficiency rate of key technology,relative backwardness of the enterprise's innovation system,and low participation of the senior management team during the innovation governance. Thus,the structure of the enterprise innovation power was delivered by Xu Qingrui,which mainly includes two aspects:(1) the gravity and thrust from the leader and the masses;(2) the promotion of technological innovation and the pulling force of the market for technological innovation. The above four forces form two pairs of contradictions,which also determine the design and selection of technology innovation systems for the enterprise.After reviewing the origin of innovation theory and the evolution of technological innovation,this paper put forward four-generation evolution models of enterprise innovation system,The first generation model is the RD-Oriented Innovation System; the second generation model is the : Internal and External Collaborative Innovation System; the third generation model is the Highly Strategy-Oriented Innovation System; the fourth generation model is the Eco-Innovation System. Literature review and case study are combined to explore the background. This paper dwell on the characteristics and relationship between each innovation system,and the role in the enterprise innovation especially the State-owned Key Enterprises innovation,so as to provide a theoretical and practical basis for the design and improvement of the State-owned Key Enterprises innovation system.The development of enterprise innovation system is a process of evolution. The first-generation enterprise innovation system,namely,internal R D is considered to be the most valuable strategic assets and reliable guarantee for innovation,it's a closed and independent innovation model. The second-generation model is relatively perfect and open; and interactionis the keyword of this stage,it is a kind of internal integration,external open innovation system. In the third-generationHighly Strategy-Oriented Innovation System,the governance structure plays a central role in innovation. The fourth-generation innovation ecosystem emphasizes theecologicalandevolution.The evolution of the enterprise innovation system is not a simple substitute between generations,but it is constantly pushed forward. The innovation system has evolved in the complex,ecological direction. The future enterprise innovation system should be based on the core technology and core ability,namely strengthening the open innovation ecological system based on the internal research and development.

In order to deal with the challenge from science and technology(ST) progress and industry revolution,and to accelerate the economic recovery from global financial crisis,many countries have launched a series of new measures to support the technology transfer.The measures can be divided into three levels:at the macro level,it focuses on the national innovation strategy and adjustment of government agency in ST management;at the meso level,it focuses on the implementation of new programs and building new platforms;at the micro level,it focuses on the mechanism innovation.The paper systematically discussed these measures and proposed some suggestions on accelerating technology transfer in China as follows:overall planning and allocating ST resources according to innovation chain,innovating the mode of intermediary service agencies and enhancing the information level of each link of technology transfer.

This paper launches a study on the innovation mechanism and process of China's automotive industry based on the theory of Sectoral System of Innovation (SSI). To explore the influence of innovation mechanism and process on the industrial innovation capability, a theory model is proposed, in which the innovation mechanism is divided into three parts consisting of forcing mechanism, management mechanism and learning mechanism, and the innovation process being divided into three phases including accumulation process, transformation process and diffusion process. The innovation capability is evaluated from input, output and collaboration side. Further/empirical tests are conducted to support the analytical model, adopting the method of questionnaire survey and Structural Equation Modeling (SEM). The findings show that the forcing mechanism plays the dominant role in stimulating innovation input, the management mechanism mainly supports the industry innovation for China's automotive industry, and the learning mechanism is a long-term process, which could promote innovation inputs fundamentally. Innovation process considered, the accumulating process contributes most to the effective organizing and collaborating of automotive industry, the transforming process is the core element of industry innovation, which is the necessary condition for high quality innovation input and output. Taking into account of the conclusions above, some policy recommendations from the sight of innovation mechanism and process are put forward in the end.

The construction of innovation networks is one of the most important means to improve the technology capabilities of industrial clusters. Making use of the opportunity of global transfer of semiconductor industry, Korean semiconductor industry clusters came into being and their technology capabilities became stronger with the construction of innovation networks. Based on literature review and case study, this paper applies 'technology gradient' theory to put forward the conceptual model of the relationship between the construction of innovation networks and the improvement of technology capabilities of industrial clusters in the developing countries underlying global industry transfer, then educes the main conclusions as follows: firstly, as one of outcomes of global industry transfer, 'technology gradient' provides path to construct exterior innovation networks for industrial clusters in the developing countries in order to acquire outer resources of science and technology; secondly, assimilation and translation of outer science and technology resources into inner technology capabilities need support from interior innovation networks; thirdly, the seamless link of both interior and exterior of innovation networks and the matching of their structures become important factors which affect the effectiveness of technology learning and the efficiency of technology capabilities of industrial clusters in the developing countries

Innovation-driven development strategy is the inevitable choice of globalization and economic sustainable development under the background of the third industrial revolution. Through analyzing the status and existing problems of China's innovation system, the paper researches the system and mechanism problems of innovation-driven development strategy from the elements and the spatial dimension. On the one hand, from the angle of innovation subject, innovation ability and absorption ability, the paper researches the key elements, core level and restriction conditions in innovation-driven development strategy.
