This article taking the library of Lishui College for example, found out library utilization of teachers and students, and construction and service status of university and college libraries through questionnaires. Through analysis, the main existing problems in the construction of university and college libraries were low utilization rate, weak publicity, few activity forms, lagging readers' reading habits, and failure of meeting reading demands. Based on the existing problems, some suggestions were proposed, such as enriching the types of library holdings, strengthening local publicity, innovating activity forms, deepening the digital service, establishing the evaluation system, and perfecting the interactive mechanism, with a purpose to improve library service and promote the development of university and college libraries.
