Abstract:
At present,the phenomenon about the distortion of statistical data in China is so serious that caused the widespread concern of social public.This paper is mainly about researching the conflict of interest between data offerers and data inspectors during the period of statistical enforcement by use of Game Theory and Repeated Games.It reveals the cause about the distortion of statistical data from the point of view about the statistical enforcement and gives some corresponding countermeasures also.Keywords:

In this paper, we measure the treatment difference between administrative and criminal enforcement of environmental violations. Our aim is to make a comparison between similar offenses and evaluate how they would have been treated in both enforcement tracks. This paper can help to evaluate the compliance and welfare outcomes in a complementary criminal/administrative enforcement system with an enforcement system relying on criminal prosecution only. Given the discussions at European level on the most appropriate enforcement system and the different practices at national level, answering our research question is quite relevant. We apply statistical matching techniques on a unique dataset of environmental enforcement cases to control for sample selection bias and approximate the setup of a randomized experiment. We do the matching on case characteristics and estimate the average treatment effect for similar cases. Overall, we find that the marginal penalty is slightly lower in administrative enforcement compared to criminal enforcement, but that this difference would be widely overestimated without the matching procedure. Our methodology can be more generally applicable than the environmental law context that we use: it can help to control for caseload difference, which is a typical problem in law enforcement evaluation, and allow for correct causal inferences in a wide variety of law enforcement evaluation settings.

Which type of statistical uncertainty -- statistical (in)significance with a p-value, or a Bayesian probability -- enables people to see the continuous nature of uncertainty more clearly in a policymaking context? An original survey experiment used a hypothetical scenario, where participants from Ireland were asked whether to introduce a new bus line to reduce traffic jams, given a research report estimating its effectiveness. The treatments were uncertainty information: statistical significance with a p-value of 2%, statistical insignificance with a p-value of 25%, the 95% probability that the estimate is correct, and the 68% probability that the estimate is correct. In the case of lower uncertainty, both significance and Bayesian frameworks resulted in a large proportion of participants adopting the policy (0.82 and 0.91 respectively). In the case of higher uncertainty, the significance framework led a much smaller proportion of participants to adopt the policy (0.39 against 0.83). The findings suggest participants saw the continuous nature of uncertainty more clearly in the Bayesian framework than in the significance framework.

CONSUMER surveys provide an important basis for economic analyses. With the increasing use of consumer surveys, the question of the accuracy of data collected by this method has become an important practical problem. The of sampling error enables one to measure or control sampling error in sample-derived estimates. However, this elaborate loses its practical importance once the basic assumptions of the are not realized in practice. For instance, with the presence of bias, the conventional formula of standard error of the mean fails to measure properly the reliability of an estimate. Numerous sources of can be cited.' Because of the numerous sources of and lack of generality in the nature of biases from different sources, it is impossible to develop an acceptable theory of bias by abstract mathematics or logic. The problem of can be attacked only by extensive empirical studies. The importance of empirical research is confirmed by several investigations in the area of non-sampling error.2 This study uses data from a Federal Reserve Board study of consumer finances, in which respondents were asked, inter alia, to state the amount of their monthly payments and the gross and net amount of their loan on a new car. The survey itself obtained other data on the respondents, and additional data were available on some interviewer characteristics and, from the lenders, on the true values of the loan and the monthly payment. Thus, it was possible to measure the errors in each respondent's reply and to test for statistical relationships between the errors and some characteristics of the respondent, the interviewer, and the interview itself.

The statistical data published by the statistical department is playing an important role in the macro-control and micro-policy-decision of the national economy. However, in actual operating, the errors of the statistics are often made, the facts of which are subjective and objective as well. And the subjective facts are the main reasons. To avoid or reduce the errors, we should enhance the quality of the statists, improve the investigating method, and strengthen modern means of statistical construction. The statistical department should be independent, its enforcement must be strict, and the ability of anti-interference must be great.
